This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. The solicitation is reserved exclusively for HUBzone small business concerns. The solicitation number is W22MPT-9215-0002, and the solicitation is issued as a request for proposal (RFP). The NAICS code is 321991 with a small business size standard of 500 employees. This solicitation will result in a firm, fixed-price contract.

The Kentucky Army National Guard has a requirement for two Re-locatable Buildings, 35 x 60 to be located in Frankfort, KY. The contractor will furnish all labor, equipment and materials required for completely usable relocatable buildings to be utilized as office space. Delivery of the buildings and components shall be arranged by the manufacturer and shall be FOB Destination to the installation site.

DESIGN REQUIREMENTS are outlined in the attached Scope Of Work.
Preliminary design to be approved by the owner.

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in descending order of importance, shall be used to evaluate offers: (1) price, and (2) technical capability of the item offered to meet the Government requirement. Technical capability will be considered equally to price and will encompass past performance, delivery time and warranty offered. The government reserves the right to make award without discussions. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, Commercial Items. The clauses at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. At a minimum, responsible sources shall provide the following: a price proposal which identifies the requested items, warranty offered on building and components, delivery date after receipt of award, prompt payment terms, remittance address, Tax I.D. #, Duns #, and Cage Code. Responses to this solicitation are due by 2 September, 2009 at 4:00 P.M. EASTERN TIME
