II.4) SHORT DESCRIPTION OF NATURE AND SCOPE OF WORKS: Blackburn with
Darwen Council is seeking a preferred provider to jointly develop a
retirement community for residents aged 50 or over. The Council and the
provider will work together to establish the need for this development.
The Council has identified three potential sites within its ownership. The
provider will be responsible for all other aspects of the development,
including capital funding.
The model must be affordable for people regardless of their wealth. It is
envisaged to be a mixed tenure scheme where the development will include
circa 120 apartments for rent, part purchase (shared ownership) or
purchase. Other facilities will include a shop, restaurant, fitness suite
and provision for a wide range of activities.
