THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY.

The Directorate of Contracting, Fort Carson, CO intends to issue a solicitation for the electrical upgrades and renovation of the north electrical system and the south electrical system located at the U.S. Army Pueblo Chemical Depot, Pueblo CO, 81006. This will be a 100% HubZone Business Set-aside. The intention of this project is to update the northern and sourthern distribution system from the Pueblo Chemical Agent Destruction Pilot Plant (PCAPP) utility transformer. The design includes a new 1000 kVA step-down transformer to convert the 13.8kV service to 4.16kV additional lightning protection and over-current protection for the transformer. This project eliminates the need for the long aerial line between G-Block and the souther substation. The South Electrical System Upgrades Project includes the following 3 componenets: 1) Southern Substation Improvements, 2) Isolation of the 8.3 kV system, and 3) consolidation of the 4.16 kV system.

The NAICS code for this procurement is 237130 with a size standard of $31,500,000.00. This will be a 100% HUBZone Set-aside. Davis Bacon requirements will apply to this anticipated contract and 100% performance and payment bonds will be required. The estimated magnitude of construction for this procurement is between $500,000.00 and $1,000,000.00. The Government anticipates a solicitation release date on or about August 24, 2009, with a closing date of 30 days after the solicitation is released. The period of performance will be 90 days from issuance of Notice to Proceed (after award is issued and after payment/performance bond is declared legally sufficient). Bid Bonds (20%) will be required.

The entire solicitation, including specifications will be available only on the Federal Business Opportunities (FBO) web site http://www.fbo.gov and the Army Single Face to Industry (ASFI) Acquisition Business Website https://acquisition.army.mil/asfi/. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. In order to receive award of a contract, contractors MUST be registered in the Central Contractor Registration database or their proposals will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. contractors should also be registered at ORCA through www.bpn.gov . Prospective offereors would would like their company name included on the Bidders Mailing List may do so on the FBO website under the Interested Vendors List.

This project is currently subject to the availability of Funds (SAF). No award will be made resulting from this solicitation unless and until funds are available.

This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. All parties are advised that this project may be revised or cancelled at any time during the solicitation, selection, evaluation, negotiation, and final award phases.
