Consultancy Services: Technical Auditor for the Infrastructure Development Project.

Request for Expression of Interest

1. This request for expression of interest follows the general procurement notice for this project that appeared in the development business of Monday 27th June, 2007.

2. The Government of the Republic of Sierra Leone has received a Grant from the International Development Association (IDA) towards the cost of the Infrastructure Development Project (IDP) and intends to apply part of the proceeds of this grant for the payment under the contract for the technical audit of the IDP.

The IDP consists of four (4) components, namely:
• Component A: Road Infrastructure and Management.
• Component B: Freetown Port Infrastructure and Management.
• Component C: Freetown International Airport Infrastructure and Management.
• Component D: Project Coordination.

3. The services being procured are to undertake a technical audit of (i) consultant services; (ii) execution of civil works by contractors, (iii) project management, procurement and supervision of consultants and contractors by Implementing Agencies (IAs), and (iv) coordination and monitoring of all activities by CMU. The Consultant may be assisted by other professional(s) who in that case must have similar high qualifications with at least fifteen (15) years of professional experience in their respective fields and ability to execute the duties and responsibilities of the required services. They shall have undertaken technical audits or similar tasks for similar infrastructure projects (related to Roads, Ports, or Airports Civil Works). If required to supplement his own competence or capability, the Consultant shall propose and justify these key staff and estimate the time their work contribution would be required. Any assisting technical auditor shall also be independent and have no prior links to any of the parties involved in the project.

4. The Infrastructure Development Project (IDP) now invites eligible individuals to express their interest in providing the consultancy services. Interested consultants must submit the information showing that they are eligible and qualified to perform the services (description of similar assignment, experience in similar condition, qualification, etc.). The individual consultant shall be a highly qualified Transport Infrastructure Specialist, a Professional Civil Engineer with a minimum of twenty (20) years experience in management of civil works projects including technical audits, contracts management and construction supervision. At least 10 years of the above must be in high level positions. As an independent Technical Auditor he/she shall have no prior relations or links to any of the project implementing parties.

In assessing submissions, consideration will be given to the Technical competence of the consultant, experience of comparable assignments, managerial capability, and capacity, in all respect, to undertake the assignment. Only consultants with demonstrated experience and good track record in comparable assignment shall be invited to submit financial proposal.

The technical audits shall be undertaken within the two years under this contract. The audits shall be undertaken during frequent, minimum 6 visits each year, totaling 3 man-months under each of the two contract years.

5. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006).
6. Interested consultants may obtain further information at the address below during office hours from 0900 to 1600 GMT each working day.
7. Expressions of interest must be delivered to the address below by 15:00 hours 10th September 2009.
