for Procurement of “Condom (Male Latex)” by re-bidding
Health Nutrition and Population Sector Programme , Credit No. 4052-BD

IFB No. CMSD/G-833(ICB)/2008-2009/D-5/Re-bid/09 Dated 20/08/2009
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business (UNDB) issue no. 652 of April 16,2005.
2. The Government of the People’s Republic of Bangladesh has received a credit from the International Development Association toward the cost of Health, Nutrition and Population Sector Program and it intends to apply part of the proceeds of this credit to payments under the Contract for procurement of Sub Package-A Condom (Male Latex) 2,70,00,000 Pcs & Sub Package-B Condom (Male Latex) 2,70,00,000 Pcs. The World Bank’s eligibility rules and procedures will govern the bidding.
3. The Director,(Stores & Supplies) and Line Director (Procurement, Logistics and Supplies Management),DGHS now invites sealed bids from eligible and qualified bidders for Procurement of “Condom (Male Latex)” under Package No.G-833.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from the office of the Director, Stores & Supplies, Tejgaon,Dhaka & inspect the Bidding Documents at the address given below from 09-00 hours to 17-00 hours.
6. Qualifications requirements:
i. The Bidder shall furnish documentary evidence that it meets the financial capability to perform the contract, if awarded.
ii. If bidder is manufacturer or agent for manufacturer of the goods then the bidder or principal respectively should have manufactured and marketed the specific goods covered by this Bidding Document for at least two(2) years, and similar goods for at least five(5) years.
iii. “If bidder is supplier of the goods then it should have at least 2 years experience of trading in similar goods and at the same times the respective manufacturer(s) of the offered goods must fulfill the requirement of sub clause 6.ii
iv. Required annual installed production capacity must be at least 110 million pieces against Sub Package-A & 110 million pieces Sub Package-B).
v. has average annual turnover (sales value) in manufacturing and/or supplying of Goods not less than equivalent of BDT 175.00 million or US$ 2.50 million against Sub Package-A & BDT 175.00 million or US$ 2.50 million against Sub Pkg-B or equivalent amount in currency of bid during the last three years.
vi. must have satisfactorily completed at least two contract of similar size of the required item during the last five years (each sub packages) as on the date of the month preceding the bid opening date.
vii. The minimum amount of available liquid asset or working capital or credit facility is BDT 3,90,00,000.00 or USD 5,57,500.00 against Sub Package-A and BDT 3,90,00,000.00 or USD 5,57,500.00 Sub Package-B or equivalent convertible currency
viii. Original Manufacturer’s Authorization Certificate must be submitted.
ix. The Bidder will furnish certificate confirming that the condoms are manufactured complying with ISO or EN or WHO Goods Manufacturing Practices (GMP). To enable purchaser obtain confirmation/ authenticity of the submitted certificate, bidder will mention contact information (mailing address, e-mail address and telephone) of the respective certificate issuers. The bid may be evaluated as non-responsive if the purchaser fails to authenticate certificate submitted by the bidders with the given contact information in the bid and/ or authentication information not received within a reasonable time period as mentioned in the supplier’s written request to the certificate issuing authority
x. Additional details are provided in the bidding document.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below & upon payment of a non-refundable fee of BDT 1,000.00 (B.Taka One thousand) or USD 20.00 (US Dollar Twenty). The method of payment will be either in Cashier’s Cheque or in Certified Cheque or in Pay Order or Bank Draft from any scheduled Bank in Bangladesh. Bidding documents will be delivered from the counter of CMSD to the bidders or their local agent.
8. Bids must be delivered to the address below at or before 11-00 AM (local time) on 12/10/2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 11-30 AM on 12/10/2009 (local times). All bids must be accompanied by Bid Security of Sub Package-A : BDT 5,00,000.00 or US$ 7,250.00 & Sub Pkg-B : BDT 5,00,000.00 or US$ 7,250.00 or equivalent amount in a freely convertible currency through a schedule Bank in Bangladesh.
9. A pre-bid conference will be held on 10/09/2009 in the office of the undersigned at 11-30 AM. All Bidders are requested to send one competent authorized representative to attend the conference in time.
