II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Expressions of interest are being invited by Greater Manchester
Commissioning Business Service (CBS) on behalf of the Cardiac and Stroke
Networks within the North Western SHA from all suitably qualified and
experienced providers for the redevelopment / upgrade of the current IT
hospital transfer system.
There is a need to ensure that all patients receive the best possible care
in a timely and appropriate way. The nature of specialist services, such
as cardiology, often requires patients to be cared for at a number of
different locations.
The ability to manage the transfer of patients is seen as a key component
in:
— Improving a patient’s experience,
— Increasing efficiency,
— Reducing delays,
— Making best usage of available capacity.
Inter hospital transfer is seen nationally as a challenge that needs to be
addressed.
Within the ‘Greater Manchester & Cheshire’ and the ‘Cumbria and
Lancashire’ Networks, a common web based product to manage the transfer of
patients is operating. However each Network applies the product in a
different way;
— Within GM&C the product (Cardiac Acute Transfer System - CATS) is
centrally managed through the Network, with coordinator input at the
tertiary centres and sector labs.
— In C&L, the product (White board) is managed locally by the tertiary
centre.
However the underlying IT architecture in both cases is the same. In both
locations it has reached capacity and needs to be upgraded at.
— An application level.
— A technical level.
— A governance and risk mitigation level.
The current product provides a patient referral mechanism for 3 clinical
pathways,
— Acute Coronary Syndrome ( ACS),
— Cardiac Surgery, and.
— Electro Physiology Studies (EP).
It also provides an audit, general communication and document store
function.
Estimated cost excluding VAT:
Range: between 0 and 0 GBP.

eTendering system in this procurement exercise and reserves the right to
use a reverse auction.
