solution.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: This contract is for a maximum of 10 years.
This contract is for the provision of software, peripheral hardware
devices, implementation, training, business change management, support and
ongoing specialist development services to support the delivery of a
technology solution that will enable core Forensic Science business
processes.
Estimated cost excluding VAT:
Range: between 3 000 000 and 10 000 000 GBP.

II.7) ADDITIONAL INFORMATION: Forensic Service Northern Ireland (FSNI)
wishes to appoint a supplier to work with the Agency, in transforming the
way in which the Agency’s systems and practices support delivery of its
business strategy. It will enable the delivery of an ambitious
transformation programme and improve the efficiency and effectiveness of
service delivery to its customers. The Agency proposes that a partnership
based on OGC’s Terms and Conditions will be developed during the
procurement process. The supplier will be expected to promote continuous
improvement and best practice thereby increasing corporate capacity and
promoting staff development, and to advise and support the transformation
programme being embarked upon by the Agency. The staff employed by FSNI
are of vital importance to the delivery of improved services and helping
and supporting them through the technology enabled transformation process
will be a high priority for the supplier and FSNI. In summary, the scope
of this contract includes:
— software to support:
—— case file management,
—— exhibit tracking,
—— workload and capacity management,
—— workflow management,
—— billing system,
—— customer relationship management; and,
—— management information.
— configuration/customisation, implementation and integration services
including design and delivery of the new system and data migration from
the current systems,
— development of interfaces with third parties,
— business change management activities, including training products and
associated services,
— ongoing support and maintenance of the software and hardware elements of
the solution,
— call-off work to support system upgrades and any specialist development
work required to support amended business processes and future projects;
and,
— provision of peripheral hardware limited to solution specific equipment
required to support core system functionality e.g. bar code scanners.
The contract will have a duration of 7 years and, subject to satisfactory
performance, an option to extend for up to a further 3 years.
Subject to final confirmation, the Contracting Authority intends to use
the competitive dialogue procedure to award this contract.
A Supplier Awareness meeting will be held for those companies expressing
an interest in this contract.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION

will be identified in the invitation to pre-qualification documentation.
SECTION VI: COMPLEMENTARY INFORMATION
VI.1) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY
COMMUNITY FUNDS: No.
VI.2) ADDITIONAL INFORMATION: This notice is being submitted in order to
make any interested organisations aware of the procurement that will be
advertised in October, 2009 and prepare accordingly. The Contracting
Authority intends to use an eTendering system to support the procurement
process. Contractors will be expected to deliver services which
demonstrate best value. A supplier awareness event will be held which will
provide additional information. All service providers should register
their interest in attending this event by sending the names and details
(company name, job title and contact details) of up to three attendees to
the contact e-mail address listed in Section I of this PIN.
