GENERAL PROCUREMENT NOTICE


The Directorate General for Quality Improvement of Teacher and Education Personnel (PMPTK) of MoNE has received financing in the amount of US$ 138,000,000 equivalent from the World Bank towards the cost of the Better Education Through Reformed Management and Universal Teacher Upgrading Project (BERMUTU), and it intends to apply part of the proceeds to payments for consulting services to be procured under this project. This project will be jointly financed by the Netherlands Trust Funds. The project will include the following components:

a) Component 1: Reforming University – Based Teacher Education Reform. This component will address the quality of teachers entering the profession will be upgraded through the development of an accreditation process to ensure that the curricula of teacher training institutions are revised in line with international best practice. Teachers continuing in the profession will be provided with greater access to in-service training through the expansion of the Open University and LPTK offerings of courses and modules in an improved and multi-media format. The technical assistance will be provided to facilitate the development of accreditation instruments and a strategic plan for the accreditation process.

b) Component 2: Strengthening Structures for Teacher Improvement at the local level. This component will support the quality of teachers’ improvement through the implementation at the local level of the teacher classroom assessment and professional development elements of the teacher certification process. The technical assistance will be provided : (i) for the development and establishment of mechanism for the recognition of the prior learning of teachers, including eligibility examinations; (ii) for the development of subject-based and management-based learning modules elementary and junior secondary teachers, principals and supervisors; (iii) for the establishment of school-based teacher induction programs for beginning teachers and a performance assessment reporting process by the principal at the end of the teachers’ probationary year

c) Component 3: Reforming Teacher Accountability and Incentives Systems for Performance Appraisal and Career Advancement. This component will support the development of a comprehensive and integrated framework to sustain and continually enhance the quality and accountability of teachers after they are certified. Provision of technical assistance to carry out the following activities: (i) review and, to the extent possible, reform existing policies, procedures and instruments relating to performance appraisal for progression and promotion; (ii) link incentives to performance and career advancement; and (iii) improve lines of accountability between managers (principals/supervisors) and teachers

d) Component 4: Improving Project Coordination, Monitoring and Evaluation. This component will support: (i) the development of an improved teacher database; (ii) monitoring and evaluation studies of teacher performance, rapid assessments of BERMUTU implementation, and an evaluation of BERMUTU’s impact on LPTK students, on teacher performance, and on student achievement in basic education; and (iii) program coordination.

The technical assistance will be provided to : (i) establish a monitoring system for the certification of teachers and the implementation of the Grants programs under component 1 and 2 of the Project, improvement of the existing teacher monitoring system, and development of a monitoring system for time-on-task and teaching methods applied in classrooms; (ii) carry out of evaluation studies to measure the effect of the Project-financed activities on teacher feedback regarding the process of teacher certification and Project implementation; and (iii) assist districts in facilitating and ensuring the quality of Working Group programs as part of Project management, coordination and monitoring supports; and to strengthen the PCU's and the implementing units' capacity in procurement and financial management.

Consulting services financed by the loan, credit and grant will be selected in accordance with the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006.

4. Development of Policies, Processes and Instrument Relating to Teacher progression and Promotion
