This Invitation for Tender follows the General Procurement Notice for this
project which was firs published in 'Procurement Opportunities', 11 March
2008 - No 5698-GPN-38501 and updated 7th July 2009.
Zagrebački Holding d.o.o, hereinafter referred to as "the Employer",
intends using part of the proceeds of a loan from the European Bank for
Reconstruction and Development (the Bank) towards the cost of Zagreb
Holding Water and Sewer Investment Project.
The Employer now invites sealed tenders from contractors for the
construction of the Water Leakage Management Phase I (WLM I) to be funded
from part of the proceeds of the loan:
Water Leakage Management Phase I (WLM I) covers delivery, assembly and
commissioning of the following equipment:
- hardware and software equipment for the supervisory WLM centre, which
consists of:
• WLM server and 2 WLM clients,
• Historian for capture and long-term archiving of the measured data -
logs,
• communications server - FEP (Front End Processor) for collection of data
from the newly installed logging devices, with the capability to collect
data automatically and manually,
• link to the existing system for supervision and control of the water
supply of the town Zagreb (SCADA) for collection of the data from already
installed measuring points, available via the existing telemetry
- measuring equipment for monitoring the hydraulic conditions in the water
supply system:
• 57 flow meters, so called "insertion type" and 4 full pipeline profile
flow meters, with the battery power supply and GSM communication, that are
being fitted in all major pipelines including construction works on new
and existing measurement chambers
• 2 pilot DMA (District Metering Area) zone, with total of 6 flow meters
at the full pipeline profile and total of 4 pressure gauges.
The foreseen time for completion of the works is ten (10) months.
Tendering for contracts to be financed with the proceeds of a loan from
the Bank is open to firms from any country. The proceeds of the Bank's
loan will not be used for purpose of any payment to person or entities, or
for any import of goods, if such payment or import is prohibited by a
decision of the United Nations Security Council taken under Chapter VII of
the Charter of the United Nations.
To be qualified for the award of a contract, tenderers must satisfy the
following minimum criteria:
(a) Average annual turnover as prime contractor (defined as billing for
works in progress and completed) over the last 3 years of Euro 4 million
or equivalent.
(b) Successful experience as prime contractor in the execution of at least
two projects of a nature and complexity comparable to the proposed
contract within the last 5 years.
(c) The tenderer shall demonstrate that it has access to, or has
available, liquid assets, unencumbered real assets, lines of credit, and
other financial means sufficient to meet the construction cash flow for
the contract for a period of 4 months, estimated as not less than Euro
seven hundred thousand (700.000,00) or equivalent, taking into account the
applicant's commitments for other contracts.
A current company bank statement or declaration of monthly solvency must
be provided to substantiate the above.
(d) Experienced managerial and site staff and qualified equipment to
execute the project in the time scale and costs required.
To be qualified for the award of a contract tenderer must present suitable
evidence of his capabilities and authority to perform the work.

payment of a non-refundable fee of Euro 350 or equivalent in a convertible
currency.

If requested, the documents will be promptly dispatched by courier, but no
liability can be accepted for loss or late delivery.
All tenders must be accompanied by a tender security of € 60.000,00 or its
equivalent in a convertible currency.

Tuesday, 6th October 2009, 14:00 hrs
at which time they will be opened in the presence of those tenderers'
representatives who choose to attend.
