GENERAL PROCURMENT NOTICE (GPN)

 

This is an update of the original GPN published in WB Operations Portal and dgMarket on August18, 2009; and in the UNDB online on August 19, 2009 (UNDB Print Edition Issue No. 758, 16 September 2009).

 

The Water Sector Support Program (WSSP) is designed to support implementation of Yemen's National Water Sector StrategyInvestment Program (NWSSIP) through substantial improvement to five water sub-sectors (mentioned below under components).  NWSSIP would be implemented during five years period (2009-2014), with a total cost of US$340million to be co-financed from the Government of Yemen and Donor Partners (DP's) consisting of   IDA of the World Bank, Germany, and the Netherlands.

 

The Republic ofYemen has received a financing grant from the International Development Association (IDA) in the amount equivalent to $90.8 million (being its share through pooled financing) to be disbursed overfive years 2009-2014. towards the cost of implementation of the Water Sector Support Program (WSSP).Implementation will becarriedout by the Ministry of Agriculture and Irrigation (MAI) through establishment of the National Irrigation Program (NIP) andby the Ministry of Water and Environment (MWE) through its related authorities and projects.

 

The WSSP intendsto apply part of the proceeds of this grant to payments for goods, works, related services andconsulting services to be procured and implemented in a number of Wadis in Yemen underthis program. 

 

The program willinclude a number of components related to water sub-sectors and institutional strengthening and project management. Thesecomponents are distributed into five parts with summary description asfollows:

 

  1. Water Resources Management (PartA) that will strengthen the institutional and policy developmentcapacity of NWRA within an integrated water resources management framework;
  2. Urban Water Supply and Sanitation (PartB) that will increase the coverage of affordable access to safe andregulated urban water supply and sanitation;
  3. Rural Water Supply and Sanitation (PartC) that will increase the coverage of affordable and sustainable access to safe rural water supply and sanitation;
  4. Irrigation (Part D) that willincrease coverage of efficient irrigation methods to conserve water; and
  5. Institutional strengthening, capacity development, and project management

(Part E) to strengthen the institutional capacity of MWE and MAI toregulate,             coordinate, and administer water policy, and to support MWE and MAI to strengthen their Project implementation capabilities, and assist ExecutiveSecretariat in Project coordination. 

The program will include two ICB contracts, one for construction of anewdiversion weir and construction and rehabilitation of irrigation works in Wadi Ahwar spate irrigation scheme; the other will be forprocurement of water monitoring equipments. The relatively large scale consultancy services contracts are in the fields ofsupervision of construction works, human resources development and training, aquifer modeling and groundwater monitoring servicesand for implementation of Agricultural Demonstration Program. 

Procurement ofcontracts financed by the credit would be conducted through the procedures specified in the World Bank's Guidelines; Procurementunder IBRD Loans and IDA Credits, May 2004 & Revised on October1, 2006, and is open to all bidders from eligible sourcescountries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines:Selection and Employment of Consultants by World Bank Borrower, May 2004 & Revised on October1, 2006.

 

Specificprocurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and forlarge-value consultants' contracts will be announced, as they become available, in UNDevelopment Business. and dgMarket and in local newspapers.
