GENERALPROCUREMENT NOTICE VIETNAM SECOND HIGHER EDUCATIONPROJECT (Credit No.4328-VN and TF056736) The Socialist Republic of Vietnam hasreceived a Credit from the International Development Association (IDA) in the amount of US$ 59,400,000 equivalent (Credit No.4328-VN) and a Japan Policy and HumanResource Development (PHRD) Grant in the amount of US$ 4,800,000 [TF056736] toward the cost of the Second Higher Education Project, and it intends to apply part of theproceedsto payments for goods, works, related services and consulting services to be procured under this project. The projectwill include the following components: -Component 1. Capacity Building for Policy Development. Component 1 aims to develop policy and build capacity inpolicy development in the key areas of: (a) the organization of the higher education system and its governance at central andhigher education institutions (HEI) levels; (b) the public supply- and demand-side funding of higher education; and (c) quality ofstudents at entry and quality of services provided by higher education institutions. -Component 2. Capacity Building for University Teaching and Research.Component 2 is designed to strengthen teaching and research in selected universities, by: (i) building management capacity inuniversities (including the carrying out of regular surveys as a management monitoring tool); and (ii) financing Teaching andResearch Innovation Grant (TRIG) sub-projects in two groups of selected universities, with Group 1 concentrating on "major"universities as designated by the Government, and Group 2 guaranteeing a small allocation for "equity" universities located indisadvantaged regions. - Component3. Project Management, Monitoringand Evaluation. The aim of Component 3 is to support and ensure a smooth and effective implementation of the project. This component covers project coordination (includingplanning, procurement, financial management and communications) as well as project monitoring andevaluation (M & E). Under this Component, led by a Department of Higher Educationthat is strengthened through the capacity building activities, the Ministry of Education and Training will also develop the designand prepare documentation for the follow-on Higher Education Reform Support Program.
