The Government of the Azerbaijan Republic has received a loan in the amount of US$ 200.00 million plus additional financing No. 1 in the amount of US $ 300.00 million and additional financing No.2 in the amount of US $ 175.00 million, from the International Bank for Reconstruction and Development, (World Bank) and International Devolopment Association. It intends to apply the proceeds of these loans to payments for goods, works, related services and consulting services to be procured under Azerbaijan Highway II Project, Additional Financing and Additional Financing 2.

The project will include the following main components:

• Upgrading of some sections of M3 Highway between Alat–Astara, Rehabilitation of existing Baku–Shamakhi/Muganli, Kurdemir –Ujar, Tagiyev–Sahil Road, Hajigabul Horadiz road and improvement of connecting and local roads.

• Preparation of Preliminary Design, Environmental Impact Assessment, Resettlement Action and Land Acquisition Plans, Detailed Design and Tender Documents and Construction Supervision for aforesaid roads.

• Potential strengthening of “Azerroadservice” OJC and providing technical assistance and goods aiming at the implementation of the project.

The works for the following components under the Azerbaijan Highway II Project have been started:

• Upgrading of 22 km section of M3 Highway between Alat–Astara, Construction of 9 km section of M3 Highway between Alat–Astara, Rehabilitation of existing Baku–Shamakhi/Muganli Road, Rehabilitation of existing Kurdemir Ujar Road.

• Preparation of Preliminary Design, Environmental Impact Assessment, Resettlement Action and Land Acquisition Plans, Detailed Design and Tender Documents and Construction Supervision for aforesaid roads.

• Potential strengthening of “Azerroadservice” OJC and providing part of technical assistance aiming at the implementation of the project.

Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank’s Guidelines (Procurement under IBRD Loans and IDA Credits, May 2004, revised October 2006) and is open to all bidders from eligible source countries as defined in the guidelines. Consultants will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006.

Specific Procurement Notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in DgMarket, UN Development Business, in local newspapers and through the foreign embassies accredited in Baku.

Prequalification of Contractors will be required for main road construction contracts under additional financing.
