The Government of Croatia has received a loan from the International
Bank for Reconstruction and Development in the amount of USD 7,300,000
equivalent toward the cost of the Technical Assistance for
Institutional Regulatory Reform for Private Sector Development
Project, and it intends to apply the proceeds of this loan to payments
under the contract for EVALUATION AND PREPARATION OF TECHNICAL
SPECIFICATIONS FOR UPGRADING THE RESEARCH AND DEVELOPMENT
INSTITUTION’S FINANCIAL/MANAGEMENT INFORMATION SYSTEMS.

The Technical Assistance Project for Institutional and Regulatory
Reform for Private Sector Development supports the encouragement for
private sector development, as specified by the Country Assistance
Strategy (CAS), through business improvement, conducive to private
sector growth. The main components of the project include: 1) The
creation of regulatory and institutional frameworks for public
utilities, to include advisory services for the design of a new
organizational structure, and development of detailed regulations, to
assist the Office for the Restructuring and Economics of State-owned
Enterprises (ORESE). Advisory services to the Ministry of Economy will
be available to draft new energy laws, covering power, gas, and
petroleum products. 2) The strengthening of the Agency for the
Protection of Market Competition (APMC), will be accomplished through
the provision of advisory services, for the development of secondary
legislation for the 1995 Competition Law. Assistance will support the
development plan for the APMC, in compliance with the Competition Law.
3) Institutional strengthening assistance will be provided to
financial and statistical agencies, as well as for bank privatization
activities.

ECSPF now invites eligible consultants to indicate their interest in
providing the following services:

- Information systems or technology planning services

The requested services would include: design of technical
specifications of an optimum new user-friendly accounting system (AS)
and management information system (MIS) which would provide all the
functionality needed in the most effective way. This includes the
technical definition and specification for current and expected future
needs: · structure and scope of data, reporting needs and interfaces
for various types of users, · responsibilities, verification and
updating of data, · correlation with business procedures, · requests
for flexibility and future upgrades and localizations, · ways of
communication with external data sources, · integration of specific
needs as requested by RDIs, etc.

The consultants will be evaluated on the following criteria: 1.

Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications. Consultants will be selected in
accordance with the procedures set out in the |World Bank| Selection
and Employment of Consultants by World Bank Borrowers[1].
