The Department of Veterans Affairs (VA), Network 22 Logistics Office, Long Beach, CA, intends to negotiate a sole source procurement with Advanced Sterilization Products c/o Johnson & Johnson Health Care Systems, Inc., on behalf of the VA Loma Linda Healthcare System, Loma Linda, CA. The proposed procurement is for an EVOTECH Endoscope Cleaner and Reprocessor (ECR) System. This System is a two?basin washer/disinfector using an enzymatic detergent and a concentrated high?level disinfectant, CIDEX OPA Concentrate Solution. Both the detergent and high?level disinfectant are diluted in the system to in?use concentrations. The EVOTECH ECR System cleans endoscopes that have not been manually cleaned prior to placing in the system. Salient characteristics of the EVOTECH ECR System and associated products are: Endoscope Reprocessing " Has FDA?cleared labeling allowing users to eliminate the manual cleaning of endoscopes. " Has integrated Minimum Effective Concentration (MEC) monitoring. " Does not require the use of separate test strips, or process or biological indicators. " Has individual endoscope channel blockage monitoring. " Has a built?in alcohol flush. " Prevents a complete cycle if critical cycle parameters are not met, such as proper, complete endoscope connections. System Features " Has foot pedals for hands-free operation of the lids. " Has a cycle time of 33 minutes or less. " Has network interface capabilities (USB and Ethernet). " Has a self?disinfect cycle to reduce biofilm buildup. " Can process at least two endoscopes simultaneously and asynchronously. " Locks to prevent operator interaction/exposure with the endoscope while a cycle is in process. " Prevents operator changes to the required cycle parameters (time, temperature, exposure). Cleaning and Disinfection Chemicals " Does not require neutralization or pretreatment of process effluent prior to discarding it. " Uses a single?use cleaning and disinfection solution per cycle. " Does not require exposure monitoring. The VA intends to procure this system on a sole source basis in accordance with FAR Part 13 and under authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1. Interested parties who can provide a system that meets or exceeds the EVOTECH ECR system's salient characteristics may give written notice to the Contracting Officer by mail or facsimile at 562-961-1357 no later than August 21, 2009 at 1:00 PM PST. Notice must include the company name, address, phone and fax numbers, and a point of contact. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
