INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The Office of the President, through the Bids and Awards Committee (BAC), hereby invites interested aircraft manufactures, distributors, integrators, or their authorized representatives to apply for eligibility and to bid for the Acquisition of One (1) Presidential Fixed-Wing Executive Jet.

The Fixed-Wing Executive Jet must be factory new, twin-engine (turbo-fan engines), pressurized, equipped with FAA/ICAO prescribed and compliant avionics/instruments, filled with Auxiliary Power Unit and in VIP cabin configuration.

The type of aircraft to be offered should have been used as a VIP/Executive aircraft by the country of origin and by at least two countries.

Prospective bidders must have a Maintenance Repair Facility within the South East Asian Region (SEAR) with the necessary tools, equipment and skilled personnel and duly certified by the Original Equipment Manufacturer (OEM) and competent authority (CAAP, FAA or its equivalent in case of foreign bidder). The Maintenance Repair Facility should be ready and available before the delivery of the aircraft.

The Approved Budget for the Contract (ABC) is One Billion Two Hundred Million Pesos (Php 1,200,000,000,00).

Eligibility and Bid/Tender Documents may be secured from the BAC Secretariat, Office of the President, Rm. G-121, Ground Floor Mezzanine, Mabini Hall, Malacañang, Manila (Tel. No. 784-42-86 loc. 4914, 4124 & 4215), upon payment of the non-refundable fee of Php 100,000.00 (in the form of either cash or manager's check), beginning on August 13, 2009, Thursday to August 26, 2009, Wednesday from 8:00AM to 12:00NN, and from 1:00PM to 5:00PM.

A pre-bid conference will be held on August 27, 2009, Thursday at 10:00AM at the GGAO Conference Room, Room M-121, Ground Floor Mezzanine, Mabini Hall, Malacañang, Manila. Only those who have bought bidding documents will be allowed to participate in the pre-bid conference.

Deadline for the submission of the Bid/Tender Documents/Forms shall be on September 10, 2009, Thursday at 12:00NN, General Government Administration Office (GGAO), Room M-121, Ground Floor Mezzanine, Mabini Hall, Malacañang, Manila. The opening of bids will be held on the same day at 2:00PM at the GGAO Conference Room.

The Office of the President- Bids and Awards Committee (OP-BAC) reserves the right to reject any or all bids, with or without cause, to waive any defect in them and to award to the bidder whose bid is deemed most advantageous to the Government.
