Description
Red River Army Depot (RRAD) intends to issue a solicitation resulting in an indefinite quantity type contract for use by RRAD only for repair and/or construction of the items specified. Items include equipment, personnel, supplies, fuel, testing, maintenance, supervision and material, to perform construction tasks in accordance with contract terms, specification description and drawings. Delivery or performance shall be specified in each individual delivery order issued hereunder.

Red River Army Depot has approximate 375 buildings and about 5.5 million square feet of floor space. The contractor shall provide, upon receipt of a delivery order, all work, materials, supplies, parts (to include system components), plant, supervision, labor, and equipment, except where specified as Government-furnished, to perform the cleaning, sanding, lead or asbestos abatement, surface preparation, painting and foam roofing of buildings and other structures, as well as minor repairs required prior to painting, at Red River Army Depot, and related services as specified in strict accordance with all terms, conditions, special contract requirements, specifications, drawings, attachments, and exhibits contained in the contract or incorporated by reference and as follows:
Contractor's work and responsibility shall include all contractor planning, programming, administration, and management necessary to provide all repair or construction and related services as specified. The work shall be conducted in accordance with the applicable Federal, State, and local laws, regulations, codes, or directives. The Contractor shall insure that all work provided meets, or exceeds critical reliability rates or tolerances specified or included in applicable documents. Contractor shall provide related services such as preparing and submitting required reports, performing administrative work, and submitting necessary information as specified under this contract and within individual delivery orders.

The work will be accomplished under individual task orders issued under the awarded indefinite delivery indefinite quantity (IDIQ) contract. This contract will have a base period of twelve months and has four options periods of twelve months each. There can be any number of task orders issued in the base year or any option year.

Solicitation packages will be available on or about August 28, 2009. The due date for receipt of proposals is scheduled on or about September 28, 2009 at 4:00 P.M.
