The U.S. Army Dugway Proving Ground Directorate of Contracting intends to issue a request for proposals (RFP) for interested contractors to provide all labor, tools, materials, equipment, and supervision for a base year plus two option year requirement for non personal service for modification of an existing software product developed previously under a Small Business Innovative Research (SBIR) contract awarded by the Government for the period FY06 thru FY08. This requirement involves creating a capability for exporting cloud model files from Torch Technology Advanced Chemical Release Evaluation System (ACRES) software into multiple data formats to be imported into other Government data analysis software. This requirement shall also include software modification to the proprietary data fusion model within ACRES to accommodate families of Gaussian clouds in accordance with solicitation plans and specifications.

The plans and specifications will be posted on the FBO website once the RFP is released for competition. The formal RFP is anticipated to be released on or around August 25, 2009.

This is a notice of intent to negotiate on a sole source basis with Torch Technologies, 4035 Chris Dr. Ste. C, Huntsville, AL 35802. Pursuant to 10 U.S.C. 2304 ( c ) (1) and Federal Acquisition Regulation 6.302-1, supplies, services and/or equipment are available from one responsible source and no other type of supplies, services and/or equipment will satisfy agency requirements.

All qualified contractors, as described in the solicitation, shall be allowed to submit a proposal.The estimated price range for this project is between $400,000.00 and $500,000.00. The estimated closing date is September 15, 2009. The estimated completion date will be at the end of any of the option periods, if excercised.
