SPCE 001/2008 - Strategic Plan for the Foreign Trade of Minas Gerais

The State of Minas Gerais has received financing from the International Bank for Reconstruction and Development – IBRD toward the cost of the Second Minas Gerais Development Partnership Project and applied part of the proceeds for consultant services for the development of a Strategic Plan for the Foreign Trade of Minas Gerais.

Both Technical and Financial Proposals were evaluated in accordance with the procedures of the World Bank: Selection and Employment of Consultants by World Bank´s Borrowers, published by the Bank in May 2004 and revised in October 2006, according to the method of Quality and Cost Based Selection (QCBS). It follows bellow the result of such evaluation.

After the evaluation, as established in the Procurement Guidelines of the World Bank, the highest ranked consultant was invited to negotiate the contract, signed in summary as follows:

Consultant: Symnetics Business Consulting Ltda.

Price in local currency: $ 434,250.00 (Four hundred and thirty four thousand, two hundred and fifty reais).

Price in USD: $207,000 (two hundred and seven thousand dollars).

Duration: 41 weeks.

Brief Description of the Scope of the Services

The consultant will lead the discussions between the State and Federal Government as well as private sector institutions in order to define a strategy for medium and long term for the foreign trade of Minas Gerais.

Such Strategy shall be displayed in a Strategic Map including strategic and interdependent areas, setting priorities, short and medium-term goals, defining Action Plans, its developments and performance indicators.

Additionally, the consultant will develop a Monitoring Plan for the Evaluation of the Strategy.
