effective delivery of non-life insurances incorporating liability and
motor insurance services including claims handling.
Kent Police Authority (The Authority) will be leading this tender on
behalf of the South East and Eastern Region Police Insurance Consortium
(SEERPIC).
The following police forces are participating members:
Bedfordshire Police.
Cambridgeshire Constabulary.
Essex Police.
Hertfordshire Police.
Kent Police.
Norfolk Police.
Suffolk Constabulary.
Sussex Police.
Thames Valley Police.
Heath Lambert Insurance Brokers are the current brokers for SEERPIC and
will assist SEERPIC in the evaluation of the tender responses.
This tender is only open to Insurance Companies not Insurance Brokers. Any
expressions of interest or PQQ responses received from Insurance Brokers
who are not in a consortium or joint venture with an insurance company
will be automatically rejected.

II.2.1) Total quantity or scope: LOT 1.
To provide Employer and Public Liability Insurance services including
claims handling to all Participating Police Forces.
LOT 2.
To provide Motor Insurance services including claims handling (excluding
uninsured loss recovery) to all Participating Police Forces.
Interested parties can quote for 1 or both lots.
The period of the contract will be 3 years and 6 months with an option to
extend for a further 2 years.
Interested parties must express interest by completing the
Pre-Qualification Questionnaire, by registering on
www.bravosolution.co.uk.
Estimated value excluding VAT:
Range: between 18 000 000 and 20 000 000 GBP.

Description of these options: The duration stated in II.3 includes the
option to extend the contract for 2 further years.

TITLE: Provision of Motor Insurance Related Services
1) SHORT DESCRIPTION: To provide Motor Insurance related services
including claims handling (excluding uninsured loss recovery)to all
Participating Police Forces.
2) COMMON PROCUREMENT VOCABULARY (CPV): 66000000, 66514110.
3) QUANTITY OR SCOPE: Full details will be given in the Invitation to
Negotiation documentation.
Estimated cost excluding VAT:
Range: between 12 000 000 and 13 000 000 GBP.

SECTION VI: COMPLEMENTARY INFORMATION
VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU

VI.3) ADDITIONAL INFORMATION: 1. The Contracting Authority intends to use
an eTendering system in this procurement exercise.
2. Prospective providers should be aware that any information submitted to
the Authority as part of this tender process may be eligible for
disclosure under the Freedom of Information Act 2000. If a prospective
provider considers that any information is commercially sensitive or
confidential in nature this should be highlighted and the reasons for the
sensitivity explained. In such cases the relevant material will, in
response to FOI requests, be examined in light of exemptions provided for
in the Act.
3. The contract duration in II.2.2 includes an extension option of 24
months. The initial contract length is 40 months with the option to extend
for a further 24.
4. The contracting authority reserves the right not to award all or part
of any tender unless the tenderer expressly stipulates otherwise in the
tender.
5. The contract shall be a contract made in England and according to
English Law and subject to the exclusive jurisdiction of the English
Courts.
7. Tenders and all supporting documents must be priced in sterling and all
contract payments will be made in sterling.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Authority will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have 2 working days from notification of the
award decision to request additional debriefing and that information has
to be provided a minimum of 3 working days before expiry of the standstill
period. Such additional information should be requested from the address
in section 1.1. If an appeal regarding the award of a contract has not
been successfully resolved the Public Contracts Regulations 2006 (SI 2006
No 5) provide for aggrieved parties who have been harmed or are at risk of
harm by a breach of the rules to take action in the High Court (England,
Wales and Northern Ireland). Any such action must be brought promptly
(generally within 3 months).
