II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Tenders are
invited for the supply and delivery to Public Lighting Stores of High
Intensity Discharge Lamps, Low-Pressure Sodium (SOX), High-Pressure Sodium
(SON), CDMT, Metal Halide, CDO-TT, Flourescent and Cosmopolis Street
Lighting Luminaires.
It is the intention of Dublin City Council to award a framework agreement
with 3 lots: Lot 1 as a multi-supplier framework with at least 3 suppliers
for High Intensity Discharge lamps; Lot 2 as a multi-supplier framework
with at least 3 suppliers for Street Lighting Luminaires (SOX), and Lot 3
as a multi-supplier framework with at least 3 suppliers for Street
Lighting Luminaires (SON, Metal Halide, CDOTT etc.).

in accordance with the attached specifications.

INFORMATION ABOUT LOTS
LOT NO 2
TITLE: Annual Tender for Street Lighting Luminaires (SOX)
1) SHORT DESCRIPTION: Tenders are invited for the supply and delivery to
Public Lighting Stores of Low-Pressure Sodium (SOX) Street Lighting
Luminaires.
2) COMMON PROCUREMENT VOCABULARY (CPV): 34928500.
3) QUANTITY OR SCOPE: The luminaires supplied should be in accordance
with the attached specification.
Tenderers are invited to quote cost per unit and/or cost per batch (e.g.
in quantities of 10/20/50 etc).
4) INDICATION ABOUT DIFFERENT DATE FOR DURATION OF CONTRACT OR
STARTING/COMPLETION: Duration in months: 12 (from the award of the
contract).
5) ADDITIONAL INFORMATION ABOUT LOTS: Dublin City Council is using the
open procedure for the establishment of the frameworks. Therefore, while
all interested parties may submit a tender, only those demonstrating that
they have the required level of financial and technical capacity will have
their tender considered. In order to demonstrate their eligibility,
tenderers are required to satisfy III.2.1 - Personal Situation of Economic
Operators including requirements relating to enrolment on professional or
trade registers, III.2.2 - Economic and financial capacity, and III.2.3 -
Technical capacity, above.
Tenderers who have demonstrated that they have the required level of
financial and technical capacity will proceed for evaluation under the
following award criteria: price (50 %), technical merit (25 %) and optical
performance (25 %).
Tenders shall quote prices in Euro excluding VAT and shall include import
duties, if any, and all other charges. The percentage rate at which VAT
will be charged must also be stated.
Tenderers should state a firm delivery period from date of order. Failure
to meet delivery times may result in loss of business for future orders.
Tenders must be delivered in sealed envelopes clearly marked "Annual
Tender for Lamps and Luminaires" to the address in Section I.1 and before
the deadline in Section IV.3.4.
Tenderers are invited to supply and deliver materials as required by
Public Lighting Services for a period of 1 year.
The City Council reserves the right to appoint 1 or more suppliers or to
omit any item from the contract list.
LOT NO 3
TITLE: Annual Tender for Street Lighting Luminaires (SON, Metal Halide,
CDOTT etc)
1) SHORT DESCRIPTION: Tenders are invited for the supply and delivery to
Public Lighting Stores of High-Pressure Sodium (SON), CDMT, Metal Halide,
CDO-TT, Flourescent and Cosmopolis Street Lighting Luminaires.
2) COMMON PROCUREMENT VOCABULARY (CPV): 34928500.
3) QUANTITY OR SCOPE: Luminaires should be supplied in accordance with
the attached specification.
Tenders may quote in this tender for:
a) Conventional High Performance Luminaires;
b) Decorative Luminaires with High Performance Optics.
Tenderers may also submit tenders for LED Street Lighting Luminaires
including relevant luminaire specification.
Tenderers are invited to quote cost per unit and/or cost per batch (e.g.
in quantities of 10/20/50 etc).

TITLE: Annual Tender for High Intensity Discharge Lamps
1) SHORT DESCRIPTION: Tenders are invited for the supply and delivery to
Public Lighting Stores of High Intensity Discharge Lamps.
2) COMMON PROCUREMENT VOCABULARY (CPV): 31521000.
3) QUANTITY OR SCOPE: Variety of Lamps required are:
SOX, SON/T Plus, CDMT, CDOTT, CPOT, PLL, MHN, HPI.
The lamps to be supplied should be in accordance with the attached
specification. No guarantee of the total requirements for any particular
lamp size can be given. As a guide, however, the following are the
predicted minimum quantities required per annum:
SOX.
— 55W x 7 000,
— 90W x 1 000,
— 135W x 1 000.
SONT+.
— 70W x 1 000,
— 100W x 500,
— 150W x 200,
— 250W x 200,
— 400W x 100.
CDMT.
— 70W x 30,

Note: Where large quantities of specific lamps are required; multiple
orders of small batches will be placed throughout the year.
Prices submitted should not include costs for installation. The contract
is for supply of materials only.
4) INDICATION ABOUT DIFFERENT DATE FOR DURATION OF CONTRACT OR
STARTING/COMPLETION: Duration in months: 12 (from the award of the
contract).
5) ADDITIONAL INFORMATION ABOUT LOTS: Dublin City Council is using the
open procedure for the establishment of the frameworks. Therefore, while
all interested parties may submit a tender, only those demonstrating that
they have the required level of financial and technical capacity will have
their tender considered. In order to demonstrate their eligibility,
tenderers are required to satisfy III.2.1 - Personal Situation of Economic
Operators including requirements relating to enrolment on professional or
trade registers, III.2.2 - Economic and financial capacity, and III.2.3 -
Technical capacity, above.
Tenderers who have demonstrated that they have the required level of
financial and technical capacity will proceed for evaluation under the
following award criteria: Price (50 %), lamp performance (20 %) - lumen
output, lumen depreciation and failure rate, delivery times (30 %).
Separate net prices should be quoted for each size of lamp. The prices
quoted shall be in Euro excluding VAT and shall include import duties, if
any, and all other charges. The percentage rate at which V.A.T. will be
charged must be stated.
Tenderers should state a firm delivery period from date of order. Failure
to meet delivery times may result in loss of business for future orders.
The successful tenderer will be expected to carry adequate stocks of each
lamp size in Dublin and be in a position to commence deliveries, if so
required, immediately after the deadline in Section IV.3.4.
Tenders must be delivered in sealed envelopes clearly marked "Annual
Tender for Lamps and Luminaires" to the address in Section 1.1 before the
deadline in Section IV.3.4.
Tenderers are invited to supply and deliver materials as required by
Public Lighting Services for a period of 1 year.
The City Council reserves the right to appoint 1 or more suppliers or to
omit any items from the Contract List.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Eligibility
Requirements: All candidates will be required to submit a signed
declaration that conditions in Article 45 of Directive 2004/18/EC are not
applicable. (form included in attached documents).
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Bankers Reference: All
candidates will be required to submit a satisfactory bankers reference
signed and dated within the last year.
Tax Clearance Certificate: All candidates will be required to submit a
signed statement that the company and all proposed sub-contractors (if
applicable) are able to produce a valid Tax Clearance Certificate or C2
Certificate from the Revenue Commissioners, and that valid certificates
will be maintained for the duration of the contract. In the case of a
non-resident Tenderer, a statement of suitability from the Revenue
Commissioners will be required.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
Previous Experience: All candidates will be required to submit details of
successful delivery of at least 3 similar type contracts of a similar size
and scale by the candidate. Details should include a description of the
contract in question, the value of the contract, the precise services
supplied and how the contract is managed.
Client Reference: Contact details of 3 clients that may be contacted on a
confidential basis in relation to these contracts must be submitted.
Details should include names, addresses, and telephone numbers.
Delivery Schedules: All candidates will be required to submit details of
normal delivery schedules offered to clients of a similar nature.

IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to

SECTION VI: COMPLEMENTARY INFORMATION
VI.1) THIS IS A RECURRENT PROCUREMENT: Yes.

VI.3) ADDITIONAL INFORMATION: Dublin City Council is subject to the
provisions of the Freedom of Information Act (FOI) 1997, 2003. If you
consider that any of the information supplied by you is either
commercially sensitive or confidential in nature, this should be
highlighted and the reasons for the sensitivity specified. In such cases,
the relevant material, will in response to the FOI request; be examined in
the light of the exemptions provided for in the Acts.
It will be a condition for the award of any contract by Dublin City
Council that the successful Tenderer and all sub-contractors produce a
valid Tax Clearance Certificate or C2 Certificate from the Revenue
Commissioners. In the case of a non-resident Tenderer, a statement of
suitability from the Revenue Commissioners will be required.
Suppliers must register their interest on the etenders web site in order
to be included on the mailing list for clarifications.
