The scope of this multiple award contract includes all afloat (includes shipand submarine) and shore-based C4ISR, and supporting systems, current and future excluding the Navy Marine Corps Intranet (NMCI). The contractors will be required to perform the services described in the SOW for all C4ISR systems under the cognizance of the SPAWAR community. The C4ISR installations will be performed on shore facilities, surface ships, submarines, special purpose crafts and other vehicles. Draft documents are posted on the SPAWAR E-Commerce website for review and comment. An industry day is planned for late August or September 2009. The time, place and location will be posted on the SPAWAR E-Commerce website at a later date.

Updated Information: 24 June 2010 This synopsis serves to meet the synopsis requirement in FAR 5.203. The Space and Naval Warfare Systems Command (SPAWARSYSCOM) intends to release Request For Proposals (RFP) number N00039-10-R-0001 for the procurement of C4ISR installation services to be performed on shore facilities, surface ships, submarines, special purpose crafts and other vehicles. This requirement was originally posted to the Federal Business Opportunities (FedBizOpps) website on 7 August 2009. Subsequent updates were listed on the SPAWAR e-Commerce Central website. The Government anticipates award of Multiple Award, Indefinite-Delivery, Indefinite-Quantity, Performance-Based Service Acquisition contracts with the flexibility to issue Fixed-Price Incentive (Firm Target), Cost-Plus-Incentive-Fee, Firm-Fixed-Price and Cost-Plus-Fixed-Fee task orders. The prospective contracts will have one (1) three-year base ordering period and one (1) two- year option ordering period for a total of five (5) years if the option is exercised. This is a full and open competition. The estimated level of effort 20,954,480 hours. A Bidders Mailing List will not be established, and hard copies of documents will not be provided. The projected proposal due date/time in this synopsis is an estimate only; the actual proposal due date/time will be established in the final RFP.
