SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Strategic Partner for transformational ICT services and potentially back
office and support services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The London
Borough of Barking & Dagenham (LBBD) is looking for a Strategic Partner
(SP), single bidder or consortium, to transform the delivery of its
community and corporate priorities. LBBD wishes to work with the SP to:
transform the businesses; and achieve annual financial and efficiency
savings building upon LBBD’s technical capability to provide increased
capacity, knowledge and innovation.
This will provide an important step change in underpinning LBBD’s service
transformation programme.
During the dialogue, LBBD may seek to explore options for setting up a
legal vehicle jointly (eg a joint venture vehicle) with the SP that will
facilitate the provision of the range of services within the scope of this
procurement to other public bodies as described below. Different
partnership models to maximise the benefits of the partnership and to
encourage ongoing innovation and value for money in the provision of
services to the public may be discussed as the dialogue progresses.
The initial focus shall be the ICT Services and the SP will support and
enable the delivery of: the ICT-enabled Business Transformation (including
Project Management, Change Management, Business Analysis and Business
Process Re-engineering and Business Support); Business Applications
Systems Support and Development; all Departmental ICT Support and
Services; ICT Helpdesk and First-line Support; Technology Services
(including Networks, Operations, Telephony, Server and Desktop) and
Printing; and Web Services.
In addition, LBBD may consider the inclusion of additional services or
options for services delivered by the SP over time. Such additional
services may include: HR (excluding strategic advice); Procurement; Back
Office Finance (e.g. Payroll); Barking & Dagenham Direct (customer service
centre); Revenue and Benefits Management; Income Recovery; Facilities
Management (including Security/CCTV); Managerial Services for running
other support services; Back-Office Services for a full range of local
government activities; Asset Management and some elements of Capital
Delivery; Project and Programme Management. This list is not exhaustive
and the ultimate scope will therefore be shaped during the procurement
process.
The Common Procurement Vocabulary Codes within this notice give an
indication of the services which might be brought into the arrangements
over the life of the contract. Whilst ICT Services, including technology
refreshment for the services will be the ambit of the project, the scope
will continue to be further developed and refined as the procurement
develops. Respondents should be clear about the intention for this
contract to be extensive in scope by awarding incremental growth in
exchange for excellent performance. In essence, LBBD are looking for
strategic service delivery partners who are able to complement its
delivery of services to its residents.

The initial interest is to establish a service for LBBD. However, once
established, any resulting contract from this tender exercise may be open
to any other public bodies situated in/around London.

should request an Invitation To Qualify (ITQ) pack, which will include the
Pre-Qualification Questionnaire (PQQ) and the Service Prospectus, by
sending an email to the address shown in I.1. including the following

The ITQ pack shall be available for dispatch from week commencing
3.8.2009.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The total value of the procurement is
dependent on the outcome of the dialogues and the number of the other
authorities and bodies who call off services under the proposed
arrangement.
Estimated value excluding VAT:
Range: between 90 000 000 and 180 000 000 GBP.
II.2.2) Options: Yes.
Description of these options: LBBD will require the right to extend the
contract beyond an initial term of 7 years, at its discretion, by
multiples of 12 months or more, subject to a maxim contract term of 10
years. Any extension will be subject to satisfactory performance by the SP
and continued demonstration for value for money.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 120 (from the award of the contract).

reserves the right to require a guarantee, bond or any other form of
security it considers appropriate, in respect of this contract. Further

whom the contract is to be awarded: The contracting authority anticipates
that this contract will be awarded to a single legal entity. In the event
that there is a supply chain of providers, the contracting authority
reserves the right to require that the legal entity to which it awards the
contract takes primary responsibility for the supply chain, or to require
that each party undertakes joint and several liability. In the event that
the legal entity to which the contract is awarded is a subsidiary company,
the contracting authority reserves the right to require a parent company
guarantee from the parent company.

IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Competitive dialogue.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: LBBD is an outer London Borough to the East
of the City on the North bank of the River Thames and within the M25
London Orbital Motorway.
The neighbouring London Borough Councils are:
— Newham, to the West,
— Redbridge, to the North,
— Havering, to the East.
Background to LBBD.
— LBBD has 17 wards of which five are ranked within the 10 % most deprived
wards in England and a total of 14 wards are ranked within the 20 % most
deprived. At present, 26 % of the population is aged 0-16, 62 % is aged
17-64 and 12 % is aged 65+,
— LBBD has a higher proportion of both older and younger people than the
London average,
— Resident population estimate, mid 2004 = 164 572 (Office of National
Statistics). However, the recent detailed analysis shows a rapidly growing
population of 171 000 in 2009.
Further information.
1) During the dialogue, LBBD may seek to explore options for setting up a
legal vehicle jointly with the SP that will facilitate the provision of
the range of services within the scope of this procurement to other public
bodies as described in II.1.5 (e.g. a joint venture).
2) There may be staff transfer issues arising out of the contract to the
SP. Options for dealing with these issues will be discussed during the
dialogue.
3) ITQ pack including the PQQ and the Service Prospectus will be sent to
all persons expressing an interest to the address in I.1 within the time
stipulated in IV.3.3. Tender documents and additional documentation
explaining the project and requirements will be sent to all parties
invited to enter into dialogue with LBBD.
4) While LBBD will review the financial standing of the bidders at the PQQ
stage, LBBD reserves the right to exclude any bidder from the procurement
in the event that they subsequently fail to maintain the criteria relating
to financial standing or technical ability set out in the PQQ.
5) LBBD will down-select the bidders initially invited to participate in
the dialogue. Details of this down-select will be set out in the
Preliminary Invitation to Participate in Dialogue.
6) LBBD reserves the right to: abandon the tender process and not award
any contract; make any changes it sees fit to the procurement process;
award more than one contract; and remove element(s) from the scope of the
requirements.
7) The bidders participate in competition at their own costs and LBBD will
under no circumstances be responsible for any of their costs or expenses.
8) Given the size and risks associated with this contract, bidders will be
expected to have a minimum annual turnover of 45 000 000 GBP. Applicants
who do not meet this essential criterion will not be considered.
