UK-Sheffield: youth sector support.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Organisations will be invited to tender for a place on a new
government framework which will provide support for the youth sector.
Background.
In July 2007 the Government launched Aiming high for young people: a 10
year strategy for positive activities. The reforms introduced by Aiming
high were intended to secure significant improvements in the quality of
services for young people and will require strong national, regional and
local leadership and collaboration.
Whilst there are many organisations that support different aspects of
young people's services, often successfully in their own right, it was not
clear that support arrangements were sufficiently coherent or robust
enough to drive the transformation required. Through Aiming high,
Government identified a considerable overlap in the roles of these
organisations, and subsequently launched a "Call for Evidence" on youth
sector support arrangements.
The Government's response to the Call for Evidence was published in March
2009, and can be accessed at: http://www.dcsf.gov.uk/everychildmatters/

This response includes details of the Government's proposals for the
delivery of youth sector support arrangements (at paras 12-16) including
the intention to introduce framework agreements as a new way of
commissioning more effective, value for money policy and delivery support
from the youth sector.
These framework agreements will support the Government's delivery
requirements in relation to youth sector support. This is likely to
include requirements in the policy areas of: Alternative Curriculum
Development, Youth Facilities, Community Cohesion, Crime Reduction/Guns
and Gangs, Supporting Hard to Reach and Vulnerable Groups, Empowering
Young People, Workforce, and Information, Advice and Guidance. It may
include, but is not limited to, supporting policy delivery, identification
and dissemination of good practice, grant management for third sector
funding, training and development of the youth sector and involving and
empowering young people. We anticipate these requirements will be grouped
appropriately into "lots" to facilitate effective framework management.
Organisations will be able to bid for a place on any of the lots in which
they have an interest.
While the framework agreements will be managed by the Department for
Children, Schools and Families, the intention is that other Government
Departments will also be able to use these frameworks.
Timetable.
The framework agreements will be put into place through a competitive
tender process which will take place during 2009, leading to the
agreements being fully in place by early 2010. We anticipate that the
framework agreements will be in place for a four year period.
The advertisement asking for expressions of interest will be placed by the
end of September 2009. We will then hold a bidders information event in
October 2009.
Providers' Event.
Before we begin the early stages of the procurement exercise, it is
essential that we have identified the main priorities and opportunities
for the frameworks.
As part of the consultation process therefore, providers are invited to an
event we are holding on 2.9.2009 at the Abbey Community Centre, Great
Smith Street, London. This event will focus largely on information
gathering and will provide an equal opportunity for all potential
providers to engage. It will also allow us to start identifying priority
areas for the framework agreements, to gauge the level of market interest
and to gain an understanding of market barriers.
A full agenda will available nearer the time. Meanwhile, please let
Gabriela Miller know via e-mail (gabriela.miller@dcsf.gsi.gov.uk) by 26
August at the latest if you would like to attend. Please note that in
order to ensure the event is as focused and productive as possible, we
will initially be limiting places to around 25 and to one representative
per organisation. If however the providers' event is significantly
oversubscribed, we will hold another such opportunity shortly afterwards.
The event will not provide any information in addition to that contained
in the Prior Information notice so that those unable to attend will not be
disadvantaged.
