The Indiana Army National Guard located at Camp Atterbury, Edinburgh, IN and the USPFO for Indiana is issuing a Request for Proposal (RFP) W912l9-09-T-0042 to award a single, no cost to government contract for services, non-personal, to print and distribute a yearly Civilian Enterprise Area Guide/Telephone Directory for Camp Atterbury-Muscatatuck Center for Complex Operations; hereinafter referred to as the CA-MCCO. Delivery to PAO: Ten thousand (10,000) copies of the Guide/Directory and online version shall be delivered to the Camp Atterbury, PAO, P.O.B, 5000, Bldg 402, Edinburgh, IN 46124 on CA-MCCO no later than 1 January 2010. In subsequent years the delivery of the Guide/Directory and online version shall be delivered no later than mid January. The Contractor shall print and deliver annually a minimum of 10,000 copies which will be magazine, size 8-1/2 x 11 first edition to be to be published not later than 1 January 2010. Material appearing in the Guide/Directory and online version shall be factual, objective, accurate, balanced, and impartial. The masthead of the Guide/Directory and online version shall contain the names of the editorial staff, to include the publisher (Commander), with military rank and the following disclaimer, as a minimum, printed in type no smaller than 8-point on one of the first five pages of the publication: This Guide/Directory and online version is an authorized publication for members of the U.S. Army. Contents of the Guide/Directory and online version are not necessarily the official views of, or endorsed by, the U.S. Government, Department of Defense, Department of the Army, or Camp Atterbury - Muscatatuck Center for Complex Operations. It is published annually by the Camp Atterbury Public Affairs Office, P.O.B 5000, Bldg 402, Edinburgh, IN 46124. Printed circulation will be10, 000 copies. The Guide/Directory and online version shall consist of a minimum of fifty-two (52) editorial pages (including front and inside front cover). The number of pages is not specifically restricted except to reasonable needs and shall be in sufficient quantity to present comprehensive coverage, as determined by the Government The Guide/Directory and online version shall not carry an advertisement that implies discrimination with regard to race, creed, age, color, sex, or national origin of the purchaser, user or patron. Even if their advertisements do not imply it, the contractor will ensure that advertisers in the Guide/Directory and online version do not practice such discrimination. Under no conditions will a business establishment listed by CA-MCCO, as off-limits be permitted to advertise in the Guide/Directory and online version. The Contractor will solicit advertising from communities of interest in the CA-MCCO area as recommended by the PAO in order to offer equitable opportunities to advertise from those interested in informing the CA-MCCO community. The North American Industry Classification System (NAICS) code for this work is 323119. The small business size standard is $33.5 million average annual revenue for the previous three years. This action is being procured on an UNRESTRICTED basis. The solicitation closing date is scheduled for 20 September 2009. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Past Performance, Technical and Production Capability, Services or Items Offered, and Management Approach. The Government intends to award without discussions. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. The solicitation and associated information will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. This solicitation is not a competitive bid and there will not be a formal public bid opening. DISCLAIMER: Amendments, if/when issued will be posted to the EBS page http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation.
