Description

The Department of Climate Change requires provision of personnel security vetting services to the highest possible standard.

The Tenderer will conduct in an efficient, effective and professional manner in any initial, upgrade, re-validation and re-evaluation vetting services of potential employees in accordance with the standards and guidelines contained in the Commonwealth Protective Security Manual (PSM).
Conditions for Participation

The Department will exclude a Tender from further consideration if the Department considers thatthe Tenderer does not meet any one or more of the following conditions for participation:

  1. The Tenderer must be compliant with the provisions of the Commonwealth Protective Security Manual.
  2. The Tenderer or any proposed Sub-Contractor must not have been named in Parliament as not complying with the Equal Opportunity for Women in the Workplace Act 1999 (Cth); or
  3. The Tenderer must not have a judicial decision against them (not including decisions under appeal) relating to employee entitlements and have not paid the claim.
  4. Assessing Officers working on clearances from Protected up to Secret must be must be Certificate III qualified.
  5. Assessing Officers processing/interviewing Top Secret must be Certificate IV qualified.
  6. The Tenderer must ensure that all processing work is provided at the Tenderers approved place of business, and that no home-based assessments of the Department's files are conducted.
Timeframe for DeliveryA fixed term of three (3) years with two (2) options to extend of one (1) year each.  Expected maximum end date September 2014.
