This General Procurement Notice serves to update the one that appeared in the Development Business No. 757 of4 August 2009.

The Government of the Republic of Uganda has received financingin the amount of US$198 million equivalent from the World Bank towards the cost of the Transport Sector Development Project (TSDP),and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procuredunder this project.

Arising out of a need to procure additional works and services, theGovernment of the Republic of Uganda has applied for additional financing in the amount of US$70 millionfrom the World Bank towards the cost of the updated Transport Sector Development Project (TSDP),and intends to apply part ofthe proceeds to payments for goods, works, related services and consulting services to be procured under this project.

 
The updated Project will include the following components: -

Component A: - Upgrading/Reconstruction of National Roads

  1. Upgrading Selected National Roads in Northern Uganda

This sub - component will include civil works for paving of the Gulu # Nimule (104 km) and Vurra # Arua #Oraba (98 km) roads that link Northern Uganda to Southern Sudan. These roads will also serve to link Southern Sudan andNorth-Eastern Democratic Republic of Congo (DRC) to the port of Mombasa in Kenya. The design and bidding documents as well as theEnvironmental Impact Assessments (EIA) and Resettlement Plans for these works were prepared under the Road Development ProgrammePhase 3 (RDPP3) Project.

  1. Upgrading of the Fort Portal # Kamwenge road in WesternUganda

This sub - component will comprise civil works for paving of the FortPortal - Kamwenge road (66.2 Km). Theroad is located in the western part of Uganda and links the Northern Corridor route to the Trans African highway which connects thewestern part of the Democratic Republicof Congo to the port of Mombasa through Lamia border crossing via theFort Portal #Bundibugyo # Lamia road. The design and bidding documents as well as the Environmental Impact Assessments (EIA) and ResettlementPlans for the works were prepared under the Road Sector Support Project 1 (RSSP1 ) Project which was financed by the AfricanDevelopmentBank.

 

This sub - component will include consulting services for thepreparation of design and bidding documents for the full reconstruction and upgrading, under a follow # on project, of the (a)Tororo # Mbale # Soroti (156 km), (b) Lira - Kamdini (67 km) and (c) Karuma # Gulu (81 km)roads so as to ensure a good level ofservice on the entire North-Eastern Corridor from Kenya to Southern Sudan and North eastern DRC.

  • Component B:  Preparation of Phase 1of a Bus Rapid Transit (BRT) System for Greater Kampala Metropolitan Area (GKMA)

This component shall include Detailed Design for the first phase of aBus Rapid Transit (BRT) system withinGreater Kampala Metropolitan Area (GKMA), based on the recommendations of a feasibility study financed through a Public PrivateInfrastructure Advisory Facility (PPIAF) grant. This component would involve the preparation of design & bidding documents,including EIA/SIA and a Resettlement Action Plan for Phase 1 of the BRT system in GKMA, preparation of financial model/businessplan and bidding documents for buses and fare collector, and the necessary institutional set up for the implementation andmanagement of the system (likely the creation of a GKMA transport authority). 

  • Component C: Road Safety Improvements

This component would finance consultancy services and supply of goodsfor the establishment andoperationalisation of a National Road Safety Authority and would supplement   initialfinancing from the Road Fund. It would also help to operationalise the country's crash data base managed by the UgandaPolice.

  • Component D: Capacity Building Support to Ministry of Works & Transport(MoWT)

This component would finance technical assistance to be provided through firms and individual consultants to:(i) strengthen the core functions of MoWT, namely: policy setting, strategic planning, sector oversight, monitoring, preparation ofa strategic plan, and setting up of asector monitoring unit. ; (ii) outsource surface transport regulatoryfunctions to the proposedMulti-Sectoral Surface Transport RegulatoryAuthority (MTRA); and (iii) strengthen the capacity the Ministry's district, urban andcommunity roads (DUCAR) Desk.

This component would also finance additional short # term studies andprocurement of officeequipment.

  • Component E: Capacity Building Support to (Uganda National Roads Authority(UNRA)

This component would finance (a) consultancy services for the design and supervision ofimprovements/refurbishment of regional offices of UNRA, (b) civil works for improvement/refurbishment of regional officesof UNRA,(c) the provision of technical assistance through individualconsultants and firms to UNRA, (d) the procurement of office andsupervision equipment, (e) Consultancy Services for Improvement of Axle Load Operations & Ferry Services and (f) variousstudies needed by UNRA to enhance its performance.

Procurement of contracts financed by the World Bank will be conductedthrough the procedures as specified inthe World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, (current edition), and is open to alleligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank'sGuidelines: Selection and Employment of Consultants by World Bank Borrowers, (current edition).

Specific procurement notices for contracts to be bidunder the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will beannounced, as they becomeavailable, in UN Development Business, dgMarket, the Uganda National Roads Authority website www.unra.go.ug and in local and regional papers i.e. The New Vision, The Daily Monitor, the East African Newspaper and The East African Business Week.

 

Prequalification of contractors will be required forthe following contracts: -

 

  1. Upgrading of Gulu # Atiak # Nimule Road (104 km);
  2. Upgrading of Vurra # Arua # Koboko # Oraba Road (98 km); and
  3. Upgrading of Fort Portal # Kamwenge road (66.2 Km).
