GENERALPROCUREMENT NOTICE West Bank & Gaza Municipal Development Program-Phase 1 (MDP) Sector: /Local government sector Municipal Development and Lending Fund (MDLF) Project ID NO. P111741 Palestine Liberation Organization forthe benefit of the Palestinian Authority has applied for financing in the amount of US$ 10 million (Tenmillion US Dollars) equivalent from the World Bank toward the cost of the Municipal Development Program-Phase 1 and itintends to apply part of the proceeds to payments for goods, works and consultants' services to be procured under thisproject. The project will include the following components Window 1: Municipal Grants for Capital Investment: this window allocates grants to municipalities for capital investments oroperating expenditures for service provision. It will finance sub-projects, identified through CDD approach, in the sectors ofwater and waste water, solid waste management; roads; public facilities, street lighting and electricity services. Window 2: Support to MunicipalInnovations and Efficiency: this Window promotes learning and innovation to promote municipal development, includingimplementation of Ministry of Local Government policy decisions. The two main areas of intervention envisaged are: (a)strengthening amalgamation of local governments and (b) piloting innovations that promote municipal revenue generation or costsavings such as promoting energy efficiency to reduce municipal expenditures and One-stop-shops orcustomer-service-centers Window 3: Capacity Building for municipalities andthe MDLF: this window will provide technical assistance to municipalities to improve their(i) financial management (ii) planning capacities, and (iii) technical capabilities, and will support strengthening the MDLF's capacity to implement the MDP. Consulting services underthis component will be including asset registration, which will be open to national and international consultants. Window 4: MDPManagement: this window will coverthe costs of financial and compliance audit fees, a municipal infrastructure survey, client and citizensatisfaction assessments and technical audit fees, the design and implementation of a communication and outreach programaround the MDP and the recruitment of local technical consultants. Procurement of contracts financed bythe World Bank will be conducted through theprocedures as specified in theWorld Bank's Guidelines: Procurement under IBRD Loans andIDA Credits(Issued in May 2004 and revised in October 2006), and is open toall eligible bidders as defined in the guidelines.
