Republic of Iraq Public Finance Management Project GENERAL PROCUREMENT NOTICE Project ID :P110862 The Ministry of Finance (MoF)of the Government of Iraq (GoI) intends to apply for financing in the amount of US $ 18 million from Iraq Trust Fund administratedby the World Bank towards the cost of the Public Financial Management project, and it intends to apply part of the proceeds topayments for goods and related services and consulting services to be procured under this project. The project will include the following components : Component 1. Strengthening budget formulation and implementation Activities under thiscomponent would include: - Developdetailed sector strategies
- Strengthen investment project preparation and appraisal
- Strengthen the capacity of theEconomic Department of MoF
- Improve the process of annualbudget formulation and budget classification and strengthen public financial regulatory framework
Component 2. Strengthening PublicSector Procurement. Improvements to the systems ofPublicProcurement are crucial to ensure successful budget execution. This Component would include: - Strengthen the proposedprocurement institutional system
- Develop national implementationmanual (NIM)
- Develop sector specific standardbidding documents based on overall laws
- Establish a procurementinformation system including publishing a procurementbulletin
- Strengthen the capacity of keyIraqi implementing institutions, Controlling institutions, and private sector in public procurement
Component 3.Strengthening Budget Execution and Implementation. This includes the provision of technical support to improveadministrative and functional aspects of GoI's budget execution operations. Activities include: - Introduce improved cash release system
- Developmultiple treasury model
- Introduce new commitment control system
- Improvefinancial reporting
- Assess the internal financial control system, including the role ofthe Inspectors General
- Create new IT networks to improve intra-ministerialcommunications
Component 4. Capacity Development and ProjectManagement. The project would finance international and local advisory services as well as training and capacity building directlyrelated to the envisaged reform measures. Procurement of contracts financed by the World Bank will be conducted through the procedures asspecified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 and revised in October2006) , and is open to all eligible bidders as defined in the guidelines.
