SECTION II: OBJECT OF THE CONTRACT

II.1.5) Short description of the contract or purchase(s): The Daresbury
Science and Innovation Campus is one of two national Science and
Innovation Campuses established by government in 2006 for development as
internationally competitive centres for leading edge science and high
technology business. The concept of the campus is to develop a
commercially viable mixed economy science and technology cluster around
the world-class ‘core’ government-funded research facilities, maximising
opportunities for knowledge exchange and open innovation. Consequently the
campus has been founded on an open innovation platform, looking to
maximise the interactions between high-tech businesses, the scientific
research base on site, HEIs and the public sector support community.
Successes to date include the establishment of the Cockcroft Institute
(National Centre for Accelerator Science), the development of a thriving
Innovation Centre and the formation of many new collaborations which have
lead to the identification, development and exploitation of innovative
technologies. The co-location of centres of excellence with the rapidly
growing cluster of nearly 100 high-tech companies on campus is
establishing the Daresbury Science and Innovation Campus as one of the
leading locations for science, innovation and enterprise in the UK, and
internationally.
Daresbury Science and Innovation Campus Limited is acting on behalf of The
Science and Technology Facilities Council (STFC), the Northwest Regional
Development Agency (NWDA) and Halton Borough Council (HBC) - together “the
Partners” - who are seeking to establish a long term partnership with a
private sector organisation or consortium to take forward the future
development and management of the Daresbury Science and Innovation Campus,
including the promotion of community and social engagement and
interaction, the creation of and access to employment and the delivery of
economic growth through innovation. It is proposed that the Partners (most
likely through a special purpose vehicle) will establish a joint venture
partnership (the “JV”) with a private sector partner or consortium for
this purpose. The initial focus of the JV will be to achieve coordinated
development and management of the DSIC Core (identified below) and any
other adjacent land/interests in the wider DSIC Framework (identified
below) which may be required to enhance the promotion of the campus.
The DSIC Core comprises circa 84 acres of which the majority is either
STFC’s operational estate or NWDA owned assets. The DSIC Core includes two
existing investment properties, the Daresbury Innovation Centre and the
Cockcroft Institute, with the development of a third investment property
anticipated in late 2009, subject to funding. It is anticipated that a
funding stream of circa £65m will also be made available to STFC for the
development of the two new Science and Technology Gateway Centres,
supporting high performance computing and detector technologies and STFC
is in advanced discussions with Government in relation to this.
The wider DSIC Framework comprises circa 600 acres of a proposed
sustainable urban extension. Within this it is proposed that circa 47
acres be acquired and developed as an expansion of the existing DSIC Core.
The successful tenderer is expected to enter into a long term joint
venture partnership with the Partners and to provide expertise, funding
and resources together with development/development management services,
property asset management services, strategic asset management services
and other related services which may include business development and
innovation and operational services (“Services”) and may also be granted
the right to develop public works ("Works") over current and future
development sites within the DSIC Core and DSIC Framework to any of the
Partners (directly or through the JV) and/or the JV and potentially other
stakeholders (which may include public sector stakeholders).
The Services and Works will initially be employed in order for the JV to
bring forward the promotion, development and management of the DSIC Core.
The Partners will commit certain investment and development sites within
their ownership (currently and in the future) to the JV either through
transferring those sites to the JV or by engaging the JV or the private
sector partner directly to provide Services and Works to any of them. It
is also the intention that this role will extend to any other public
sector stakeholders which may acquire an interest in the DSIC Framework.
Additionally, the JV and/or the private sector partner is likely to have
the opportunity to assemble land into the JV which is currently within the
DSIC Framework and in third party ownership and to provide the Services
and Works to bring forward their promotion, development and management.

partnership will be determined through the dialogue proces but it
envisaged to involve a material long term financial commitment from the
partner.

tenderer will be required to secure or provide financing for an interest
in the proposed joint venture and must demonstrate the ability and

required to be jointly and severally liable to the Partners and each
member of any consortium will need to demonstrate its covenant strength.

The Partners are not liable for any costs incurred by those expressing
interest in negotating or tendering for this contract.
