Invitation for Bids (IFB)
Health Nutrition and Population Sector Programme(HNPSP) Credit No. 4052-BD
IFB No. CMSD/G-819/ICB/2008-2009/D-4/06 Date: 22/07/2009
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business (UNDB) issue no. 652 of April 16,2005.
2. The “Government of the People’s Republic of Bangladesh” has received a credit from the International Development Association toward the cost of Health, Nutrition and Population Sector Program and it intends to apply part of the proceeds of this credit to payments under the Contract for procurement of “Office Equipment”.
3. The Central Medical Stores Depot now invites sealed bids from eligible and qualified bidders for supply: “Office Equipment”.
Lot-1: LCD / Multimedia projector with accessories-41 Nos., Over head projector 80 Nos., Projector Screen- 35.
Lot-2: Light Source Cable & Camera/CC TV –1Nos., P.A System for conference room (30 No)- 24 Nos., Portable Cordless PA System for Auditorium – 200 Nos.
Lot-3: Digital duplicating machine-1 No. Duplicating machine-20 Nos. Laminating machine – 21 Nos., Spiral binding
machine-8 Nos., Fax machine- 25Nos.
Lot-4: Color T.V 20”/21”– 200 Nos., Radio Cassette recorder /Two in one – 400 Nos., DVD/VCD Player-200 Nos.,
Camera- 2 Nos., Camera, 35mm SLR -1 Nos., Video Camera -6 Nos.
A bidder may bid for one or more lots but he should bid separately for each lot and for all items & full quantity. Evaluation & Comparison of the bids will be carried out simultaneously to determine the bid or combination of bids offering the lowest evaluated price to the purchaser. Price reduction or cross discounts will be considered in the evaluation and comparison of the bids for more than one Lot.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from the office of the Director,( Stores & Supplies) and Line Director (Procurement, Logistics and Supplies Management) ,Central Medical Stores Depot(CMSD),30,shaheed Tajuddin Ahmed Sharani, Tejgaon,Dhaka-1208 & inspect the Bidding Documents at the address given below from 09-00 hours to 17-00 hours.
6. Qualifications requirements:
i. The Bidder shall furnish documentary evidence that it meets the financial capability to perform the contract, if awarded.
ii. If the bidder is Manufacturer, or agent for manufacturer of the goods then the bidder or principal respectively, should be a manufacturer of the goods for at least 3 years.
iii. If bidder is supplier of the goods then it should have at least 2 years experience of trading in similar goods and at the same time the respective manufacturer(s)” of the offered goods must fulfill the requirement of clause 6(ii).
iv. Valid CE or US-FDA certificate of the offered model must be submitted with the offer. CMSD will verify the authenticity and validity of submitted quality certificate from their respective issuers.
v. The bidders must provide the mailing address, web address, e-mail address and/or telephone number of the issuer of each quality certificate submitted with their bids to enable CMSD to contact it and obtain confirmation regarding the respective certificate.
vi. CMSD will deem a quality certificate as non –authentic and therefore unacceptable if
a. its issuer cannot be reached.
b. the issuer fails to authenticate the certificate within bid validity or
c. the issuer confirms that the submitted certificate is defective in terms of authenticity or validity.
vii. The failure to establish the authenticity of any quality certificate submitted with a bid, is liable to render the bid non responsive and the bidder open to action in the line with applicable regulations if fraudulent practice is established at any time
viii. Self declaration certificate is not acceptable.
ix. Original catalogue and service manual must be submitted.
x. Critical spare parts list with estimated/projected cost must be submitted.
xi. Maintenance cost for 10(ten)years must be submitted. Maintenance cost can not exceed 1% of the unit price.
xii. Original Manufacturer’s Authorization Certificate must be submitted.
xiii. Additional details are provided in the bidding document.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of BDT 1,000.00 (Bangladesh Taka One thousand) or USD 20.00 (US Dollar Twenty). The method of payment will be either in Cashier’s Cheque or in Certified Cheque or in Pay Order or Bank Draft from any scheduled Bank in Bangladesh. Bidding documents will be delivered from the counter of CMSD to the bidders or their local agent.
8. Bids must be delivered to the address below at or before 11-00 AM on 14/09/2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders authorized representatives who choose to attend in person at the address below at 11-30 AM on 14/09/2009. All bids must be accompanied by Bid Security of:
Lot –1 BDT 1,00,000.00 or US$ 1400.00, Lot –2 BDT 1,50,000.00 or US$ 2100.00, Lot –3 BDT 70,000.00 or US$ 1,000.00 & Lot –4 BDT 2,00,000.00 or US$ 2800.00 Or equivalent amount in a freely convertible currency through a scheduled bank in Bangladesh
9. A pre-bid conference will be held on 16/08/2009 in the office of the undersigned at 11-30 AM. All Bidders are requested to send one competent authorized representative to attend the conference in time.
