SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION III.1) CONDITIONS RELATING TO THE CONTRACT III.1.1) Main financing conditions and payment arrangements and/or reference to the relevant provisions regulating them: It is anticipated that the project will be a Public Private Partnership for 25 years duration from the service commencement date. It is expected that the project will be funded by private funding and payment will be by monthly unitary payment subject to the terms and conditions of the contract. SECTION VI: COMPLEMENTARY INFORMATION VI.2) ADDITIONAL INFORMATION: In relation to I.2, the contracting authority is acting on behalf of the Department of Education & Science (ET Ref: 83431). In relation to II.4, this is a public private partnership contract for the design, building, finance and maintenance of six third level educational facilities located at four campus sites. The facilities for this project are as follows: Cork Institute of Technology, County Cork: 1. Library and Resource Centre. Limerick Institute of Technology, County Limerick: 2. Library and Information Resource Centre. Dun Laoghaire Institute of Art Design and Technology, County Dublin: 3. Digital Media Teaching Building. 4. Consolidated Workshop Building. 5. Sports Hall. University of Limerick, County Limerick: 6. Extension to existing Library. In relation to section II.6, once the works are complete, it is anticipated that the services to be performed under the contract will continue to approximately 2037. It is anticipated that a Market Launch Day will be held in early September 2009, the date and location of which will be included in the contract notice. It is anticipated that the project will be procured using the Negotiated Procedure. Tenderers will be required to develop their technical, financial and legal proposals through a series of consultations with the contracting authority prior to tender submission. The consultation period will include submissions to and meetings with the contracting authority and is expected to last 6 months. It is anticipated that the tenderers' technical proposals will be developed to a level capable of submission for full planning permission, including fire safety certification. A funding competition may be held to identify the preferred funder for the project following selection of the Preferred Tenderer.
