The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office, intends to acquire Education and Training Services, which includes instruction at the Naval Training Support Center, Great Lakes, IL, in support of Center for Naval Engineering, Center for Surface Combat Systems, Recruit Training Command, and Center for Naval Leadership. Services shall include instruction of courses, articulation of courses, remediation assistance for students, instruction and remedial assistance in the Learning Resource Centers, Test and Evaluation Support, mobile training and review of course curricula. Services will be required for courses in the areas of (but not limited to) Mess Management, Instructor Training, Air Conditioning and Refrigeration, Electrical, Engineering, Force Protection, Fire Control, Communications, Mathematics, Electronics, etc. for FY011 through FY15. The resultant solicitation shall include a one-year base period of performance and contain provisions for four (4) additional, consecutive, twelve (12) month option periods. Services shall commence 30 days after award date. The purpose of the services is to produce a proficiently trained student meeting the performance and course completion standards as determined by the Navy and obtaining college credit and/or industry certifications, where possible, for instruction received. The RFP will include the estimated quantity of work, course operating hours, course length, annual student throughput, class size, course descriptions, ratios of instruction, learning objectives, estimated class convening schedules and special course requirements. These services are currently being provided under contract N00140-07-D-0007. The RFP shall require submission of technical and cost proposals. This is an unrestricted Acquisition. The applicable North American Industry Classification System (NAICS) Code and size standard are 611310 and $7M, respectively. All responsible sources may download the solicitation and submit a proposal, which shall be considered by FISC Norfolk Contracting Dept., Phila. Office. The Government will not pay for information received. The RFP will be made available electronically upon its release at: http://www.neco.navy.mil. . All contractors that intend on submitting a proposal must be registered in the Central Contractor Registration (CCR) website, www.ccr.gov.
