SPECIFIC PROCUREMENT NOTICE

Sierra Leone

Infrastructure Development Project, Port of Freetown

Procurement of Environmental Management Equipment

(IFB NO.:     ICB/IDP/SLPA/C03/EME)

 

INTERNATIONAL COMPETITIVE BIDDING

 

1.          ThisInvitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, on 27 June 2007.

2.          TheGovernment of Sierra Leone has received a grant and credit from the International Development Association (IDA) toward the cost oftheInfrastructure Development Project (IDP), and it intends to apply part of the proceeds of this grant and credit to paymentsunder the Contract for procurement of Environmental Management Equipment for the Portof Freetown.

3.          TheSierra Leone Port Authority now invites sealed bids from eligible and qualified bidders for the supply and installation of new Environmental Management Equipment andassociated demonstration and training programmesin the following Lots:

·            Lot 1. Oil spillmanagement equipment.

·            Lot 2. Bilge watertreatment plant.

·             Lot 3.   Sewage water equipment

·             Lot 4.   Solid waste equipment

Bidders may bid for one or more lotsindividually, and if discounts are offered for the award of more than one lot, they will be taken intoconsideration duringevaluation.

 

4.          Biddingwill be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 (revised October 2006)and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5.         Interested eligible bidders may obtain further information from Sierra Leone Ports Authority and inspect the Bidding Documents atthe address given below from 09:00 to 15:00 hours Monday to Friday.

6.            A margin of preference for eligible national contractors shall not be applied.       Additionaldetails are provided in the Bidding Documents.  

7.          Acomplete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application tothe address below and upon payment of a non refundable fee of six hundred and fifty thousand Leones (Le650,000.00) or theequivalent amount in anyconvertible currency. The method of payment will be cash or banker's Check.       Bidding Documents may be sent by courier service or personalcollection.

8.          Bidsmust be delivered to the address below at or before 10:00 a.m. on 19 October 2009.  Electronic bidding will not be permitted. Late bids will be rejected.   Bids will be opened in the presence of the bidders' representatives who choose to attend inperson at the address below at 10:15 a.m. on 19 October 2009. All bids must beaccompanied by a Bid Security of minimum 2 (two) percent of the bid price in local currency or an equivalent amount in a freelyconvertible currency.
