phones.

suitably experienced economic operator to work with the Department in the
rapid development and support of a mobile phone-based solution for dynamic
selection of and self-certification by claimants of unemployment benefits.
This solution will have to incorporate the use of voice and handset
authentication. It will have to integrate both with the Department’s new
Business Object Model implementation (BOMi) and also with its older
Integrated Short Term Schemes (ISTS) system.

Justification for the choice of accelerated procedure: Due to the serious
impact on the workload of local offices caused by rapidly increasing
unemployment, the Department is using an accelerated restricted procedure
to select an economic operator.
