REQUEST FOR EXPRESSION OF INTEREST: 010/REOI/MDTF/2009
(RE-ADVERTISEMENT)

INTERNATIONAL LEAD CONSULTANT TO CONDUCT A PUBLIC EXPENDITURE REVIEW [PER] IN SOCIAL PROTECTION SECTOR FOR THE FISCAL YEAR ENDED DECEMBER 2008.

Background: The Government of the Rwanda (GoR) through the Ministry of Finance and Economic Planning (MINECOFIN) has received a Grant (MDTF for Public Financial Management Reform -TF057314) from the Department for International Development (DFID) and the European Commission, which is administered by the World Bank and part of the grant proceeds shall be used to procure services of Individual Consultants to conduct a Public Expenditure Review [PER] in Social Protection Sector for the Fiscal Year ended December 2008. This assignment will require services of an International Lead Consultant and two local support consultants.

Objectives: i) to analyze expenditure allocation, disbursement and execution. How are allocations linked to GoR Policies and reflected in budgets; how well does the actual spent match allocation priorities and approved budgets; ii) to assess the robustness of the public financial management systems and institutions in the sector; for example, MTEF, budget control processes, budget execution, reporting and accountability processes, iii) to provide a framework for a rational consideration of public financing in those sectors ensuring an integrated analysis of both the recurrent and the development budget and comment on efficiency and effectiveness of public financing in the sector; iv) to provide an independent assessment of the adequacy, appropriateness and effectiveness of sector spending.

Profile Required: the International Lead Consultant must be an expert in public expenditure management. He or she should have a master’s degree in Economics or related discipline from a recognized university. The person should have at least 7 years of demonstrable experience in public expenditure management reviews as well as being conversant with social policy issues. Previous experience with public expenditure review in Africa; excellent team working and communication skills; and ability to work in French and English will be considered as well.

The Consultant will be selected in accordance with the procedures set out set out in paragraph 5 “Selection of Individual Consultants” of Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006).
