Irrigation Rehabilitation Emergency Project

General Procurement Notice

1. The Republic of Armenia has applied a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$ 30.0 million, toward the cost of Irrigation Rehabilitation Emergency Project, and it intends to apply the proceeds of this loan toward payments for goods, works and services to be procured under this project. Bidding for contracts financed by the Bank will be governed by the World Bank’s eligibility rules and procedures which will include the following components:

• Rehabilitation of Talin and Armavir Irrigation Schemes (civil works under NCB procedures);
• Consulting services for Construction Technical Supervision and Quality Control over Rehabilitation of Main Canals of Armavir and Talin Irrigation Schemes (having been advertised and shortlisted by advance actions);
• Consulting services for Institutional Strengthening and Technical Audit of Water Users Associations;
• Procurement of Excavator and Wheel Loader for Water Users Federations.

2. Procurement of contracts financed by the loan will be conducted through the procedures specified in the current edition of the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

3. Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for large-value consultants' contract(s) will be announced, as they become available, in UN Development Business on-line as well as in dgMarket online and in local newspapers.

4. Interested eligible bidders who wish to be included on the mailing list to receive an invitation to bid under ICB procedures, and interested consultants who wish to receive a copy of the advertisement requesting expressions of interest for large-value consultants’ contract(s), or those requiring additional information should contact the address below:
