NIGERIA COMMERCIAL AGRICULTURE DEVELOPMENT PROJECT CREDIT NO. 4539 - NG GENERAL PROCUREMENT NOTICE The Federal Government of Nigeria has received a credit from the International Development Association (IDA) in variouscurrencies towards the cost of the Commercial Agriculture Development Project (CADP). The CADP aim to support the Federal Government's strategy of: A. Diversifying into non-oil sources of growth and away from over dependence on oil and gas. B. Bringing considerable global experience and knowledge on value chain development and smallholder commercialization. C. Development of a comprehensive and harmonized framework of supportfor agricultural commercialization, which includes capacitybuilding,provision of critical public goods, and development of market linkages. D. Identifying challenges and opportunities for growth and particularly for agricultural growth in the lead states To achieve the above objectives, the project will help to improve access of participating commercial farmers to new technologiesand improved infrastructure, as well as strengthen agricultural production systems and facilitate access to market for the targetedvalue chains amongsmall and medium scale commercial farmers in the five (5) participating states "Lagos, Kaduna, Kano, Enugu andCross-River". The Project has Two Technical and One Support Components: (1) Agricultural Production and Commercialization # provide resourcesto facilitate adoption of technologies and supports staplecrop production systems which will compliment Nigeria's food security initiativeand develop domestic and export markets, (2) Rural Infrastructure # support provision of resources for construction/ rehabilitation/maintenance of roads to communitiesand selectedagriculture activities, and also connecting commercial farms to ruralelectrification, and (3) Project Management, Monitoring, Evaluation and Studies - implementation supports, monitoring and evaluation, strengtheningof relevant institutions at federal and state levels, and selected studies. Specifically, the project will involve the: (i) procurement of goods - field equipment, office equipment, training equipment, farm equipment, laboratory equipment, light& heavy vehicles, etc. (ii) minor civil works # constructions, renovation, rehabilitations and maintenance; of Farm houses / estates and Roads, as wellas electrification of designated farm communities (iii) consultancy services # studies/survey and technical assistance. The goods and civil works shall be procured in accordance with the provisions of the "Guidelines for Procurement of Goods andWorks under IBRD loans and IDA credits" dated May 2004, revised October, 2006; while the consultancy services shall be inaccordance with the provisions of the "Guidelines for the Selection and Employment of Consultants by World Bank Borrowers" datedMay 2004, revised October, 2006. To the extent practicable, Banks standard bidding documents for goodsand works, and standard request for proposals forconsultants as wellas all standard evaluation forms would be used throughout the projectimplementation. Community participation inprocurement shall be in accordance with the Bank's Guideline for Community#Based Investment's and Output Performance Based RoadContracts Mechanism set forth in the Project Implementation Manual (PIM) of the CADP.
