SPECIFICPROCUREMENT NOTICE SOCIALIST REPUBLICH OF VIETNAM NATIONAL TRAFFIC SAFETY COMMITTEE VIETNAM ROAD SAFETY PROJECT, WB FUND EQUIPMENT FOR UPGRADING VEHICLE LICENSINGSYSTEM Credit No.4073-VN Project ID No. P085080 Package B5.1 The Government of Vietnam has received a Credit 4073-VN financing from the World Bank toward the cost of the Vietnam Road Safety Project and it intendsto apply part of the proceeds toward payments under the contract for Equipment for upgrading vehicle licensing system. Thiscontract will be jointly financed by Government fund. Bidding will be governed by the World Bank's eligibility rules and procedures. Traffic Safety Project Management Unit nowinvites sealed bids from eligible bidders for Package B5.1 Equipment for upgrading vehicle licensing system. Equipment includes:(i) Hardware, System Software for printing modern vehicle licensing which will be installed atHead Office of Vietnam Road Administrative and; (ii) Professional Card Printer, Covering machine, Camera Digital, Scanner which will be installed at 63 Provincial Department ofTransportin Vietnam. The delivery period is about 5 months from signed contract Bidding will be conducted through the international competitive bidding procedures asspecified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, (May, 2004 edition), and is open to all eligiblebidders as defined in the guidelines. For Government-ownedenterprises in Vietnam shall be eligible to participate in bidding only if they can establish that they are legally and financiallyautonomous, operate under commercial law, and are not adependent agency of the Borrower or the procuring entity. Military orsecurity units, or enterprises which belong to the Ministry of Defense or the Ministry of Public Security shall not be permitted tobid.
