NASA/GSFC intends to purchase the micro-Advance Stellar Compass (ASC) from theNational Space Institute Technical University of Denmark (DTU) under the authority ofOnly One Responsible Source, due to DTU being uniquely qualified as the only manufacturerof non-magnetic star trackers. DTU is the only organization that has a space-qualified, attitude determination device orstar camera that can be co-located at the magnetometer because ASC camera head units arenonmagnetic and therefore do not interfere with the very sensitive magnetometer sensors. In addition to the ASC camera head units magnetic cleanliness, their small size (~300cmcubed including baffle) and light weight (~0.4.kg) make them ideal for use in conjunctionwith magnetometer instruments at the end of a boom. Furthermore, the low powerconsumption of the ASC, less than 7 Watts to operate 4 camera head units is ideal forpower constrained missions to the outer solar system. The Government does not intend toacquire a commercial item using FAR Part 12. Interested organizations may submit theircapabilities and qualifications to perform the effort writing to the identified point ofcontact not later than 2:00p.m. local time on the date specified above. Submit yourresponses to the point of contact listed below. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are notacceptable in response to this notice. All responsible sources may submit an offer whichshall be considered by the agency. An Ombudsman has been appointed.
