II.1.4) Short description of the contract or purchase(s): Learning and
Teaching Scotland (LTS) and The Scottish Qualifications Authority (SQA)
have procured the Scottish Teaching Assessment Resource. The proposed
solution will provide the basis for a single, integrated and coherent
system of assessment to cover the curriculum ages 3–18. Inherent in its
design will be the capability of providing support for SQA's existing
assessment models but also support, development and implementation of new
assessment models. At the heart of the solution is a repository where all
assessment resources will reside, which will provide a single coherent
national assessment system, building a service for Scotland based on
international best practice.
In addition to the integration with existing online services from the SQA
and LTS, the proposed solution needs to deliver six additional core areas
of functionality:
— content creation tool,
— resource repository,
— assessment resource creation,
— delivery infrastructure for output and reporting,
— authentication service,
— workflow service.
At present, SQA and LTS have a number of systems both manual and online
that supports curriculum and assessment for ages 3 through to 18. The
purpose of the new assessment system that will support the proposals in
Curriculum for Excellence ages 3-18.
The objectives are to acquire a system that:
— Allows assets, resources and question items to be added to the
repository, regardless of the curriculum area, type of assessment, file
format or language or function,
— Has a flexible workflow process that allows different workflow paths,
— Provides a clear, straightforward method for finding and viewing assets
and assessments,
— Allows easy metadata tagging of the assets according to agreed standards
and support for the creation/ adaptation of customisable application
profiles,
— Allows manual upload and batch upload of new materials waiting to go
into the repository,
— Produces paper-based assessments but will have the capacity for the on
screen delivery of assessments if and when required in the future,
— Is based upon existing internationally accepted specifications and
standards such as QTI, IEEE LOM, IMS, SCORM, etc,
— Provides SCORM compliance that allows interoperability with a variety of
Learning Platforms including Glow http://www.ltscotland.org.uk/

— Easily allows the ability to link multilingual versions of assessments,
including English and Gaelic.
