REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) REPUBLIC OF CROATIA MINISTRY OF FINANCE IDF Grant for Enhancing Corporate Financial Reporting in Croatia Grant No. TF 090642 Project ID No. IDF/01-09/CQ Consultant Services: Technical Assistance Services to Create a Public Oversight Methodology Manual for the Croatian PublicOversight Committee and training a team of people EXPRESSIONS OFINTEREST The Republic of Croatia has received financing from the World Bank toward the cost ofthe Institutional Development Fund (IDF) Grant for Enhancing Corporate Financial Reporting in Croatia (TF 090642), and intends toapply part of the proceeds for consultant services. The services include: creating a Methodology Manual forconducting the public oversight of the Croatian Audit Chamber, audit firms and independent certified auditors in the Republic ofCroatia; training a teamof people for effectively conducting public oversight based on the Methodology Manual; organizing a posttraining examination on public audit oversight for the team of people who will be trained. Furthermore, the reports of theconsultant have to be regularly submitted to the Project Leader; theproject will be effective upon signing of the contract and will close 12 months subsequently to that date, with an approximate start date in September 2009. The Terms of Reference (TOR) with all details for the assignment and the requiredqualifications is posted on the web-site of the Croatian Ministry of Finance as follows: www.mfin.hr. The Ministry of Finance now invites eligible consultants to indicate their interest inproviding the services. Interested consultants must provide information indicating that they are qualified to perform the services(CV, description of similar assignments, experience in similar conditions, availability of appropriate skills, brochures, etc.).Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the WorldBank's Guidelines:Selection and Employment of Consultants by World Bank Borrowers (May, 2004).
