EXPRESSIONS OF INTEREST

This request for Expressions of Interest follows the general procurement notice for this project that appeared in Development Business on April 8, 2006.

The MAIL has received a grant from the International Development Association (IDA) for the Horticulture and Livestock Project (HLP) and intends to apply part of the proceeds of this grant to payments under the contract for Selection of Consultant for Pesticide Trade Survey and Database Development.

Background: The Horticulture and Livestock Project (HLP) is a project of the Ministry of Agriculture Irrigation and Livestock, implemented by a number of partner organizations, including the FAO under the ‘IPM’ Sub-component. The client for this contract will be MAIL.

A competent organization having adequate proven experience of conducting similar surveys and/or studies in Afghanistan and elsewhere will be contracted for conducting the pesticides trade survey in 11 (Eleven) provinces of Horticulture and Livestock Project (HLP) area. The survey will cover the listing of different categories of traders, types of pesticides traded, volume of pesticides traded, condition and location of the storage, display centers and shops of each trader. The survey will lead to the preparation of an inventory of different categories of pesticides traders involved in trading pesticides in the HLP area. So no sampling either in the survey areas or pesticides traders will be allowed.

Expected tasks

The pesticides trade survey and database development will be undertaken to obtain an overall picture of pesticides markets in following 11 (Eleven) provinces of HLP area in Afghanistan where pesticide businesses are in operation:

1. Northern Region: Balkh, Samangan, Takhar, Baghlan, Kunduz, Jawzian, Sari-Paul

2. Central Region: Kabul, Parwan, Kapisa, Panjshir

Objectives:

Consistent with this goal, the pesticides trade survey will be carried-out with the following objectives:

• to prepare an inventory of different types of pesticides and different categories of pesticides traders involved in pesticides trading in HLP project areas (11 provinces);

• to make an assessment of the volume and/or quantity, country from where imported and manufacturing country of different types (including WHO classes) of pesticides traded in the HLP project areas;

• to know if any internationally banned and/or restricted use pesticides are traded in the project areas vis-à-vis Afghanistan;

• to record, if possible, the usage of pesticides in major crops particularly the 4 HLP mandate crops (almonds, apricots, grapes and pomegranates) to help make policy decisions in the context of promoting export of horticultural produces;

• to study the locations and physical conditions of the storage of pesticides;

• to understand the regulatory systems of pesticides import, distribution, marketing and uses of pesticides in HLP project areas vis-à-vis Afghanistan; and above all

• to document different aspects of pesticides for undertaking measures to facilitate international compliance in pesticides trading and usage in Afghanistan.

The implementation period will be about Three Months from September 01, 2009.

The MAIL now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected based on CQS method of selection in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
