GENERAL PROCUREMENT NOTICE
Project ID No: P097818

The Government of Rwanda has applied for financing in the amount of US$ 4.5 million from the Global Environment Facility (GEF) and US$ 3.8 million from the ESMAP CEIF trust fund, both with the World Bank acting as implementing agency, toward the cost of the Sustainable Energy Development Project (SEDP). It intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.

The project will include five main components having the subcomponents as follows:
A. Policy, Strategy and Management:
- A1: Policy and strategy development (MININFRA
- A2: Strategy study
- A3: Monitoring and Evaluation, support for project implementation
- A4: Incubation program
B. Biomass:
- B1: Improved Cook stoves
- B2: value chain analysis and transformation
C. Micro-hydro:
- C1: Private-sector led micro-hydro expansion
- C2: Sustainable micro-hydro
- C3: micro-hydro helpdesk
D: Solar Energy:
- D1: Solar PV through institutions
- D2 Private-led PV for rural electrification
- D3: Solar Water Heater (SWH)
E: Energy Efficiency:
- E1: Energy efficiency Strategy Development
- E2: Grid Transmission Losses

The goods and services to be procured under ICB procedures are the following:
Goods:
- Supply of laboratory and monitoring equipment ;
- Specialized boat for lake monitoring;
- Procurement of 100 Solar Water Heater Systems;
Services:
- National Renewable Energy Strategy Study and Design of M&E Framework for Renewable Energy activities and Investments.
- Resident Advisor EWB;
- Consultancy Support to Project Management department for elaboration of terms of references;
- Recruitment of a consultant to develop technical specifications for the laboratory and monitoring equipment, provide capacity building;
- Capacity Building of Private sector partners in Improved cook stove technologies and production ii) Sector strengthening, iii) Technical assistance, promotion, and training in Efficient charcoaling techniques
- Study to develop regulations for Micro Hydro development including standard agreements for Bulk purchase and feed-in tariffs., ii) Advisory services for Post construction Management schemes including sustainable Micro-hydro based on PPPs
- Technical assistance to elaborate procurement modalities by specifying installation and sizing guidelines for PV systems
- Technical assistance and advisory services for Solar PV dealers to establish rural O&M networks.
- Promotion Campaigns for Solar Water Heaters, Improved Cook stoves in Urban Areas, PV systems.
- Energy Audit of Electrogaz especially focused on Efficiency improvements and loss reduction.
- Study of Energy efficient Public Lighting for Urban areas and EE in public & commercial buildings

Other tenders will be procured under NCB and SSS procedures.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket, New Times and Imvaho Nshya.
