Package B8.2.1: Purchase helmets for pupils andteachersof primary schools

 along 3 demonstration corridors

1.         This Invitation for Bids follows the General Procurement Notice for thisProject that appeared in Development Business, issue no.656 of June 16,2005.

2.         The Socialist Republic of Vietnam has received fora credit from the International Bank for Reconstruction andDevelopment toward the cost of Vietnam Road Safety Project, and it intends to apply part of the proceeds of this credit to paymentsunder the Contract for Safety helmet procurement.

3.         The Traffic Safety Projects Management Unit now invites sealed bids fromeligible and qualified bidders for the supply of safety helmets for pupils and teachers of Primary schools along 3demonstration corridors. Bidders are expected to provide about 33,732 motorcycle helmets topupils and teachers of 34 Primary schools along 3 demonstration corridors (Hanoi-Vinh; Ho Chi Minh City-Can Tho City and Dong NaiProvince-Vung Tau) of Vietnam Road Safety Project during three month since signing contract.

4.         Bidding will be conducted through the International Competitive Bidding(ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in theGuidelines.

5.         Interested eligible bidders may obtain further information from TrafficSafety Project Management Unit (TSPMU) and inspect the BiddingDocuments at the address given below from 8:00a.m.

6.         Qualifications requirements are:

 - The bidders must have positive net profit over last 2 years and the audited average annualturnover for last 2 years (2007-2008) is not less than VND10.000.000.000.

- Thebidder have at least 2 years experienced in supplying or producing motorcycle helmets and Product/sale at least 35.000 motorcyclehelmets in each of last 2 years (2007 & 2008).

7.         A complete set of Bidding Documents in Vietnamese and English may bepurchased by interested bidders on the submission of a written Application to the address below and upon payment of anon-refundable fee of 1,000,000 VND. The method of payment will be in cash, certified check or direct deposit to TSPMU's bankaccount: 123.10.0000.2213.3 in VND or 123.10.37.0034.035 in USD. The Bidding Documents may bereceived directly at the address below or sent by a courier service on the bidder's specific request and upon payment of anadditional nonrefundable fee of VND160,000 (or USD10) for domestic delivery within Vietnam, or VND800,000 (or USD50) for overseasdelivery. TSPMU will not be responsible for loss or late delivery of the biddingdocuments.

8.         Bids must be delivered to the address below at or before 9:00 a.m September 4, 2009. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in thepresence of the bidders' representatives who choose to attend in person or on-line at the address below at 9:10 a.m September 4, 2009. All bids must be accompanied by a Bid Security of US$8,000 or an equivalent amount in a freelyconvertible currency.
