Expressions of Interest- A 2.1/B 2.1

 

This request for expressions of interest follows the General ProcurementNotice for this project that was announced in the dgMarket online dated October, 2008. 

 

TheGovernment of Azerbaijan has received credit from the International Development Association for a US$26.7 million toward the costof Social Protection Development Project (SPDP) and intends to apply a partof the proceeds of the financing to payments under thecontract for the conducting Development of a Performance Information and Management System.

 

The overall objective of this task is to develop performance informationand management system (PIMS) to support cost-effective delivery oflabor market programs supported by the Employment Law, and guideprogram management of active labor market programs (ALMPs). Bidders are required to present proposals organized around theseobjectives and activities.

 

The projectaim at improving delivery of labor market and social protection interventions and the primary target group for the project includesjob seekers, either unemployed or looking for a new job; young labor market participants, and youths choosing a careerpath.

 

Particular activities will include, but not limited to:

Technical assistance is required to assist the General EmploymentDepartment (GED) under the Ministry of Labor and Social Protection of Population (MoLSPP) in carrying out Task: "The design ofPerformance Information and Management System" (PIMS) with the aim of improving targeting and cost effectiveness of programssupported by the Employment Law.

 

In particular, the Consultant will be responsiblefor:

 

(i)     Reviewing the currently existing PIMS and identifying gaps in database and otherweaknesses;

(ii)    Designing a model PIMS which will provide GED management with information necessary to assess thecost-effectiveness of various labor market programs, and to inform resource allocation decisions (across programs, client groupsand regions).

(iii)  Assisting the GED in the implementation of the new/modified PIMS.

 

The following products are to be delivered by theConsultant (in English and in Azerbaijan):

 

1.      Interim and final project reports presenting MIS design;

2.      A questionnaire for the follow-up survey;

3.      A blueprint for the MIS bulletin;

 

A workshop (including training materials) for GEDstaff on using the MIS.

 

For above purposes the Consultant shall have;

  • Universitydegree in relevant area;
  • At least 10years of professional experience in the field of employment andprofessional orientation programs for the youth;
  • Familiaritywith relevant international best practices in this field;  
  • Good oral and written communication skills in English and computerliteracy; and
  • Ability to communicate and interact effectively.

 

International contractor staff must be fluent in English (spoken andwritten) and preference will be given to contractors who can also communicate in Azerbaijan and/or Russian.

 

The Ministry of Labor and Social Protection of the Population ofAzerbaijan Republic now invites eligible Contractors to indicate their interest in providing the services. Interested Contractorsmust provide information indicating that they are qualified to perform the services.Development and implementation of allactivities defined in the TOR are to be completed in not more than 9 months following negotiation andsigning of the technicalassistance contract.

 

Aconsultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (currentedition).  The method of selection of the consultant will be:Selection based on Consultants' Qualifications.
