GENERAL PROCUREMENT NOTICE


The Republic of Indonesia has received financing in the amount of One Million United States Dollar(US$1,000,000) equivalent from the World Bank toward the cost of the Multi-Donor Trade and Investment Climate Facility (the “Project”), and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.

The objective of the Project is to strengthen the capacity of the Recipient’s institutions to effectively and efficiently manage the challenges of improving trade competitiveness and investment climate: (a) with respect to trade, supporting the Ministry of Trade (MoT) and key related agencies to be more effective in the design and implementation of trade policies by providing technical advice, building staff capacity and supporting organizational reform; and (b) with respect to investment climate, supporting the Coordinating Ministry for Economic Affairs (CMEA) and key supporting agencies in conducting reforms and building capacity.

The Project consists of the following activities (the “Activities”):

Part 1. Description of Activities Related to MoT

The Activities related to MoT include provision of technical assistance and capacity building for MoT to deliver core services, establish specialized teams, increase staff skills and improve human resource management and development; support for organizational reform; and provision of studies to facilitate informed policy decisions in international and domestic trade.

Part 2. Description of Activities Related to CMEA

The Activities related to CMEA include provision of technical assistance to support regulatory reform, investment policy formulation and investor problem solving, including PEPI; support for trade and investment facilitation and the National Single Window; reform of state-owned enterprises; and an improved framework for a stronger, more diversified and inclusive financial sector.

MDFTIC concentrates around capacity building and analytical works, and thus its procurement will expect mostly Consultants and Goods.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket .
