SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Provision of Public Relations Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Commission
wishes to appoint Public Relations Consultants to work with the Commission
for a period of up to 3 years commencing October 2009, subject to
satisfactory performance and annual review.
The company that is awarded this contract will be working with the Head of
Corporate Affairs and dealing with the Commissioner and Director of
Operations and Policy.
Services to include:
1. Development of a communications strategy and input into wider long-term
planning to support the Commission’s strategic direction / statutory
objectives.
2. Managing a relationship with the media in relation to all activities of
the Commission.
3. Dealing with all media queries received by the Commission on a daily
basis.
4. Drafting all media releases and press statements for sign-off by the
Commissioner’s office.
5. Media-training for key members and general staff training for all staff
on media protocols.
6. Provide a media-monitoring service to the Commission with an approved
media monitoring agency.
7. Arrange media launches and press conferences when required.
8. Advisory role to the Commission in relation to media affairs and the
Commission’s communications strategy.
9. Advise the Commission in relation to any media situations that may pose
a risk to the Commission or the industry / stakeholders.
10. Assist the Commission in the preparation of core publications

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: A grouping, if successful, must be
prepared to contract as a single entity having joint and several
liability.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The Commission will not be responsible for
any costs, charges or expenses incurred by candidates or tenderers
involved in this contract award process.
Contract award may be subject to approval by the competent authorities.
THE FOI Act applies to the Commission for Taxi Regulation and therefore
all candidates should indicate whether any of the information provided by
them in the course of this procedure is to be treated as sensitive
commercial information which should remain confidential to the Commission.
The successful tenderer(s) will be required to furnish a valid tax
clearance certificate from the Irish Revenue Commissioners.
Contract award may be subject to clarification interview.
The Commission are establishing single party framework agreement(s) for a
period of 4 years. As and when the Commission has a subsequent requirement
within the field of the lot in question they will consult the single
member of the framework agreement(s) in writing with a request to provide
a supplementary tender covering the new contract area.
All contracts awarded under the framework agreements will be subject to
regular and satisfactory performance review in addition to compliance with
a Service Level Agreement to be signed at the contract award stage.
