SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Design and Build a New Primary School with Social and Environmental
consideration serving Pensby.

II.1.5) Short description of the contract or purchase(s): The project
involves the Design and Build of a new Primary School(followed by the
demolition of the existing school), located in Pensby, Wirral. Under this
project the contractor is required to participate actively in the economic
and social regeneration of the locality of and surrounding the place of
the delivery for the project.
Accordingly contract performance conditions may relate in particular to
social and environmental considerations.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The project involves the Design and
Build of a new Primary School (followed by the demolition of the existing
school), located in Pensby, Wirral. Under this project the contractor is
required to participate actively in the economic and social regeneration
of the locality of and surrounding the place of the delivery for the
project. Accordingly contract performance conditions may relate in
particular to social and environmental considerations.
Estimated value excluding VAT: 4 500 000 GBP.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: As detailed within the tender

reference to the relevant provisions regulating them: As detailed within
the tender documentation.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Applicants
are required to include with their expressions of interest their
Constructionline registration number.
Constructionline is the UK Government's national pre-qualification
register for construction contractors and consultants. Applicants not on
the Constructionline are encouraged to register, as it will simplify the
pre qualification process. Further information on applying can be found at
www.constructionline.co.uk. Applicants unwilling to register with
Constructionline are advised to notify the person named in point I.1 of
this notice as soon as possible.
The Constructionline Notation Value for this contract is 4 500 000 GBP.
The Constructionline Categories of work for this contract are Building
(Design & Construct) together with Building (Schools and Colleges).

A certificate issued by a competent authority in a member state confirming
the contactor has fulfilled his obligations relating to the payment of
taxes in accordance with the legal provisions of the country of authority
in which he is established or the declaration on oath or solemn
declaration of the same.

necessary for evaluating if requirements are met: Financial checks
commensurate with those required to satisfy Constructionline Notional
value for contracts of 4 500 000 GBP.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
Technical capacity equal to that required to be accepted on the
Constructionline Notation Value for contracts of 4 500 000 GBP and the
standard required to be accepted on the Constructionline category of work
Building (Design & Construct) together with Building (Schools and
Colleges).

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Accelerated restricted.
Justification for the choice of accelerated procedure: The faster
procurement process will benefit the local economy by providing a quicker
distribution of public funds into the market and the early execution would
be of benefit to the construction industry.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged number of operators 6.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.
