Package B10.1.2: Medical emergency treatment equipments fordistrict hospitals and clinics in 3 demonstration corridors

1.        This Invitation for Bids follows the General Procurement Notice for thisProject that appeared in Development Business,issue no.656 of June 16, 2005.

2.        The Socialist Republic of Vietnam has received a credit from theInternational Development Association toward the cost of Vietnam Road Safety Project, and it intends to apply part of the proceedsof this credit to payments under the Contract for the supply of Medical emergency treatment equipments for district hospitals and clinics in 3demonstration corridors.

3.        The Traffic Safety Projects Management Unit now invites sealedbids fromeligible and qualified bidders for thesupply of Medical emergency treatment equipments for district hospitalsand clinics in 3 demonstration corridors. The capable contractors shall supply the hospitals along threepilot corridors (Ha Noi# Vinh, TPHCM - Can Tho and Dong Nai - Vung Tau) of the  Vietnam Traffic Road Safety Project  the following equipments, during 06months from Contract signature:

4.         Bidding will be conducted through theInternational Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004and is open to allbidders from Eligible Source Countries as defined in the Guidelines.

6.         Qualifications requirements are:

- The bidders must have positive net profit over last 3 years and the audited average annual turnover for last 3 years(2006-2008) is not less than US$ 1.000.000.

-Working capital and any credit lines is not less than0.4 millions USD.

- The bidder have at least 3 years experienced in supplying similar products and have implemented at least 3 contractsduring last 3 years.

The more detail requirements are provided in Bidding Documents.

7.        A complete set of bidding documents in Englishmay be purchased by interested bidders on the submission of a written Application to the address specified in paragraph 9 and uponpayment of a non-refundable fee of VND 1,000,000 or USD 60. The method of payment will be in cash, certified check or directdeposit to TSPMU's bank account 123.10.0000.2213.3 (in VND) or 123.10.37.0034.035 (in USD). The bidding documents may bereceived directly at the address below or sent by a courier service on the bidder's specific request and upon paymentof anadditional nonrefundable fee of VND 160,000 (or USD 10) for domestic delivery within Vietnam, or VND 800,000 (or USD 50) foroverseasdelivery. TSPMU will not be responsible for loss or late delivery of the bidding documents.

8.        Bids must be delivered to the address below at or before 9:00a.m. September 15, 2009. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders' representativeswho choose to attend at the address below at9:10 a.m. September 15, 2009. All bids must be accompanied by a Bid Security of US$ 14,000 or an equivalentamount in a freely convertible currency.
