Package B10.1.1: Medicalemergency treatmentequipments for provinces and
central hospitals in 3 demonstrationcorridors

1.         This Invitation forBids follows the General Procurement Notice for this Project that appeared in Development Business, issue no.656 of June 16, 2005.

2.         The SocialistRepublic of Vietnam has received a credit from the International Development Association toward the cost of Vietnam Road SafetyProject, and it intends to apply part of the proceeds of this credit to payments under the Contract for the supply of Medical emergency treatment equipments for provincesand central hospitals in 3 demonstration corridors.

3.         The Traffic SafetyProjects Management Unit now invites sealed bids from eligible and qualified bidders for the supply of Medical emergency treatment equipments for provincesand central hospitals in 3 demonstration corridors.The capable contractors shall supply the hospitals along three pilot corridors (Ha noi - Vinh, TPHCM - Can Tho andDong Nai - Vung Tau) of the  Vietnam Traffic Road SafetyProject  the following equipments, during 06months from Contract signature:

4.         Bidding will beconducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDACredits, May 2004 and is open to all bidders from Eligible Source Countries as defined in theGuidelines.

6.         Qualifications requirementsare:

- The bidders must have positivenet profit over last 3 years and the audited average annualturnover for last 3 years (2006-2008) is not less than US$ 1.000.000.

- Working capital and any creditlines is not less than 0.5 millions USD.

- The bidder have at least 3 years experienced in supplying similar products and haveimplemented at least 3 contracts during last 3 years.

7.         A complete set ofbidding documents in English may be purchased by interested bidders on the submission of a written Application to the addressspecified in paragraph 9 and upon payment of a non-refundable fee of VND 1,000,000 or USD 60. The method of payment will be incash, certified check or direct deposit to TSPMU's bank account 123.10.0000.2213.3 (in VND) or 123.10.37.0034.035 (in USD).The bidding documents may be received directly at the address below or sent by a courier service on the bidder's specificrequest and upon payment of an additional nonrefundable fee of VND 160,000 (or USD 10) for domestic delivery within Vietnam, or VND800,000 (or USD 50) for overseas delivery. TSPMU will not be responsible for loss or late delivery of the biddingdocuments.

8.         Bids must bedelivered to the address below at or before 9:00 a.m. September 15, 2009. Electronicbidding will not be permitted. Late bids will berejected.  Bids will be opened in the presence of thebidders' representatives who choose to attend at the address below at 9:10 a.m. September 15,2009. All bids must be accompanied by aBid Security of US$ 17,000 or an equivalent amount in a freely convertible currency.
